I held a meeting with German Foreign Minister @ABaerbock. We discussed further support for our state, the path to a dignified peace, and the development of security guarantee formats. Germany is a leader in Europe in the scale of assistance provided to Ukraine — from financial aid and weapons to strengthening our air defense. This includes 6 IRIS-T systems, 3 Patriot systems, and Gepard anti-aircraft guns. All this support has saved thousands of lives. We are grateful to the Bundestag for the decision to provide an additional 3 billion euros to Ukraine. In total, German support this year will amount to 7 billion euros. We are grateful that German support for Ukraine remains unwavering and stable. We thank Germany, its Government, and all the German people for their significant assistance.

The UK is planning to participate in European purchases of US military equipment for Ukraine, Defense Secretary John Healey said. Speaking in the House of Commons, John Healey said he and his German counterpart, Boris Pistorius, will discuss what role the UK will play in the purchase program during a virtual meeting of the Ukraine Defence Contact Group on Monday. Bloomberg reports the UK's contribution could see it jointly purchasing Patriot air defense systems with Germany, or separately buying other weapons and munitions from the US for Ukraine, with both options under consideration.

Today, the Commander of the Air Forces reported on the operations of our fire teams, the downing of "Shahed" drones, and countering Russian missiles. We can now say that our air defense has been strengthened. The German Patriot system has arrived in Ukraine, and I extend my gratitude to Germany and the United States for this step. We will be able to do more in the skies. While much work remains ahead and this is far from guaranteed protection, nonetheless, it means more power for Ukraine.

Lavrov threatens Europe and Keith Kellogg over the project of a new European defence union with Ukraine. He said: “He [Kellogg] is now actively promoting the idea that a new military alliance should be created, and that Ukraine should not be brought into NATO, because, as they say, this has already been rejected both by President Trump and other members of his administration. Andrius Kubilius said that the European Commission is discussing an intergovernmental treaty to form a defence union and prepare the EU for independent defence, against the backdrop of the United States increasingly focusing on the Indo-Pacific region. The treaty is intended to strengthen the European Union’s role in defending Europe, while avoiding the recurring debate that defence is not an EU competence, but rather belongs to individual member states. The Commissioner also called for the creation of a new “real European defence union” involving the United Kingdom, Norway, and Ukraine. For this purpose, he suggested concluding a separate intergovernmental defence treaty, which could be modelled on the Schengen Agreement. The initiative to create a defence union involves not only legal formalisation, but also increased defence spending, expansion of production capacities, and stronger coordination between EU countries and close partners such as Ukraine, the UK, and Norway, which are expected to become members of the union. Now that is interesting! After the German initiative to strengthen Ukrainian air defence did not give Ukraine any new Patriot batteries apart from the German one, the Netherlands is now trying something different. They want to assemble a battery from different countries. Serious talks are being held with various countries about this. A great (and not new) idea! Very simply explained, it would work in such a way that the Netherlands, for example, provides various launchers and the radar unit, while say the US supplies 100 missiles and additional launchers, Spain provides the ECS and so on. The idea behind this is that countries do not lose their entire Patriot capability (as in the case of the US and Germany), but only have to re-procure individual parts. Personally, I would be interested in Germany's role in this regard. I can't imagine that we haven't already tried this as part of our IAAD initiative, or are working on it together with the Netherlands. After all, the Netherlands also said “no” to Germany when it came to supplying a Patriot battery to Ukraine. So very interesting, let's keep an eye on that!

Norway and Germany have agreed on a joint project to supply air defense systems to Ukraine. As soon as there is confirmation from the United States that they will let Germany replace the Patriot system, then it can be sent to Ukraine, with Norway participating in the funding of the Patriot System. Ukraine is so thankful to all Allies who help us protect our skies from Russia. A brief update on Skynex in #Ukraine: According to information provided by Rheinmetall CEO Papperger during today's Q3 conference call, the Skynex air defence systems supplied by Germany have now also proven themselves in the fight against Russian missiles. However, we have not yet seen any visual confirmation or received more details on the matter (I don't mean to imply that he is lying) – video footage and details of Skynex air defence systems in Ukrainian service are very rarely released and so far only shows the interception of Russian loitering munitions. Officially, Germany has so far delivered two Skynex systems to Ukraine and promised two more. Unofficially, at least one, if not both, of the promised systems should already be in service in Ukraine, as both were to be delivered by the end of 2025.

Germany ran out of money to support Ukraine and is legally prevented to make more debt, that caused a clash within the government and it collapsed! (There were more problems, but that “straw broke the camels back”.) -> There is a “debt break” law, that prevents the German government to take on debt beyond an allowed sum, which Germany exhaust already. 1) According to chancellor Scholz, not being able to finance Ukraine or decrease financing of social spending to free money for Ukraine is an extraordinarily emergency situation that threatens Germany. So Scholz demanded from the finance minister to suspend the law and allow the take on more debt to pay for and send to Ukraine. The plan was to just make more debt for Ukraine. 2) But the finance minister refused to do that, since that would breach the oath of he gave to Germany as a finance minister. Essentially Ukraine collapse is of course is not threatening Germany, just Scholz and his government personally. 3) Scholz fired the finance minister Lindner for not obeying his wish. 4) The party of the finance minister FDP, in reaction retracted from the ruling government! The ruling government consisted out of 3 parties: SPD (Scholz’s party), the Green Party and the FDP. This is needed to form a majority in the parliament. But now one of these parties retracted from the coalition, hence the German government is now ruling with minority. 5) Scholz said “we have no time”, because he wants to finance Ukraine quickly before elections. So he is appointing new ministers for the now empty positions of the withdrawn FDP party. -> Technically (and legally) that is extremely questionable, since the government officially has no majority. So how is making critical decisions? Looks like Scholz wants to push through the Ukraine funding no matter what. 6) The opposition demands new elections quickly, but Scholz wants to govern with the support of the opposition for now. It is a clown show. For now the elections are rumored to come in March 2025. -> The “collective west” collapses on the back of Ukraine. USA Is lucky and likely steps back from this nonsense with Trump. Democracy apparently works without a majority as well.

The ruling government consisted out of 3 parties: SPD (Scholz’s party), the Green Party and the FDP. This is needed to form a majority in the parliament. But now one of these parties retracted from the coalition, hence the German government is now ruling with minority. 5) Scholz said “we have no time”, because he wants to finance Ukraine quickly before elections. So he is appointing new ministers for the now empty positions of the withdrawn FDP party. -> Technically (and legally) that is extremely questionable, since the government officially has no majority. So how is making critical decisions? Looks like Scholz wants to push through the Ukraine funding no matter what. 6) The opposition demands new elections quickly, but Scholz wants to govern with the support of the opposition for now. It is a clown show. For now the elections are rumored to come in March 2025. -> The “collective west” collapses on the back of Ukraine. USA Is lucky and likely steps back from this nonsense with Trump. Democracy apparently works without a majority as well.

Germany's Minister of Defence Boris Pistorius spoke out at a press conference today and confirmed my reporting from yesterday about the Patriot situation. I have translated his entire statement for you and summarised all important points mentioned here. ➡️ As already mentioned yesterday, the reporting that Germany has pledged five Patriot systems is completely false; Germany is only contributing to the efforts and providing a part of the demand ➡️ The USA wants Germany to hand over two Patriot fire units from Bundeswehr stocks to Ukraine and then have them replaced by newly produced fire units ➡️ However, Germany would only be willing to do this if they were to be replaced in less than a year ➡️ Ukraine's current demand for additional fire units is around five ➡️ Germany would be willing to finance two fire units, Norway and another country have also already shown willingness to provide funding ➡️ However, the condition for everything is that other countries are willing to part with their own Patriot fire units in return for money

So it seems like the exact details will be worked out during today's visit by the German Minister of Defence Pistorius to his US colleague, but it's already safe to say that Germany will finance Patriot missiles, likely at least one Patriot fire unit for #Ukraine, or has/will agree to hand over another one (would be the fourth) from Bundeswehr stocks. According to a spokesperson for the German Ministry of Defence, we can expect a statement from the German Minister of Defence on the matter at around 9:45 pm, 10 pm UTC+2 (in ~4 hours). I will of course report on this in detail.
