PM CARES पर असली सवाल अब “पैसा कहाँ है?” नहीं, बल्कि “पैसा खर्च क्यों नहीं हो रहा और जहाँ खर्च हुआ, वहाँ कितना प्रभाव पड़ा?” है। COVID के दौरान Rs. 3,100 करोड़ का allocation घोषित हुआ Rs. 2,000 करोड़ ventilators, Rs. 1,000 करोड़ migrant relief और Rs. 100 करोड़ vaccine development के लिए। तो सवाल सीधा है: कितने ventilators खरीदे गए, कितने वास्तव में चले और कितने बेकार पड़े? Rs. 1,000 करोड़ migrant relief में राज्यवार कितना खर्च हुआ और कितने migrants तक पहुँचा? Rs.100 करोड़ vaccine development में किस संस्था को कितना मिला और उसका measurable outcome क्या रहा? Oxygen plants पर कितना खर्च हुआ और आज उनमें से कितने operational हैं? और सबसे महत्वपूर्ण— जब Fund का उद्देश्य emergency और public distress में सहायता करना है, तो वर्षों बाद भी हजारों करोड़ का corpus जमा रखने की नीति क्या है? अगर पैसा जनता की आपात जरूरत के लिए जुटाया गया था, तो उसका public utility में deployment क्यों नहीं? और अगर पैसा खर्च किया गया है, तो item-wise expenditure, procurement cost, beneficiary data और outcome सार्वजनिक करने में हिचक क्यों? Donation लेने के समय जनता से “देश के लिए योगदान” माँगा गया था। अब उसी जनता को “कहाँ, कितना और कितना परिणाम” पूछने का पूरा अधिकार है। Corpus का बड़ा होना उपलब्धि नहीं है। जनता के संकट में उसका सही, समय पर और measurable उपयोग ही उपलब्धि है।

All good but free education is often a hoax. Govt schools are largely useless, and very substandard. I know 8th class kids from govt schools in Delhi who can’t add 2 digit numbers like 21+63. My mon was teaching a domestic help’s kids.
