#WATCH | Nice, France: Foreign Secretary Vikram Misri says, "Regarding the question of Rafale aircraft and the ongoing discussions between the two countries regarding it. As you know, the Indian Air Force operates the Rafale, and consequently, dialogue has progressed between the governments and air forces of both nations. Regarding the indigenisation of the Rafale, it has always been our stance and the Prime Minister has emphasized this in all his meetings that India’s perspective in the defence sector is to increasingly advance the 'Make in India' concept. We aim to move towards co-development, co-design, co-production, and co-manufacturing. Therefore, maximizing production, design, and manufacturing within India is desirable and remains our preference. While today's discussions covered various topics beyond the Rafale, the underlying theme was that for any defence platform under consideration, we must proceed with the fundamental objective of maximising local content and local manufacturing; our cooperation should be structured with this in mind. Discussions between the two countries on all these aspects are ongoing. As for the procurement or research related to various platforms, talks are currently underway, and further information will be provided when there is something concrete to announce."

India often looks to Japan as a potential defence partner. But the reality is a little complicated. Speaking at the Rising Sun Conclave, Ambassador Sanjay Kumar Verma explained that Japan’s pacifist framework and strict export rules limit its ability to sell defence equipment but co-development may be a solution. Most Japanese defence manufacturers are large conglomerates where defence accounts for less than 10% of revenue. They have strong technology, but not the production capacity to meet India’s scale. Co-development could be the path forward but only if India builds an ecosystem that benefits both sides. Today, EU Defence Ministers are meeting to discuss how to make use of the €90 billion loan for Ukraine, as well as defence industry cooperation between the EU and Ukraine. Together with industry, we will focus on ramping up defence production. The funding is there. Now it is time to turn investment into capabilities — faster and cheaper. At the European Defence Agency Steering Board, we will decide on strengthening the agency, with a greater focus on innovation and experimentation. Forging global partnerships is essential to our development. The Government of India, through its accomplishments and innovations, stands as an excellent development partner. My visit here has solidified the tremendous potential for collaboration, and we have already signed key partnership agreements. India has made significant strides in its development and, though much larger than Jamaica, it has faced and overcome many of the same challenges we now confront. Despite the physical distance between Jamaica and India, we share common bonds through culture, the Commonwealth, CARICOM, and cricket. India’s willingness to deepen our friendship and cooperation is a testament to the great mutual benefits that can be achieved by working together. Jamaica should view this renewed push for cooperation as an important step toward the overall improvement of our people. Beyond government-to-government cooperation, we are focused on health, education and training, energy, technology, and sports. India has a large and vibrant business community, and Jamaica is an excellent destination for investment. My heartfelt thanks go to Prime Minister Modi for the warm reception extended to Jamaica and for the hand of cooperation. I look forward to the positive impact of our discussions on both the people of India and Jamaica.
