Trumps tariffs are reciprocal, meaning matching your own...if you retaliate with higher tariffs it shows you are not negotiating in good faith. Only Canada and China decided to "retaliate". @MarkHar40004449 Countries who were paused were those on whom reciprocal tariffs were imposed. The 25% tariff on CDA is re. fentanyl (not adressed). Trump also said countries NOT imposing retaliatory tariffs were paused (we did). As for steel & aluminum, US aims to be defense self-sufficient.
