Very harsh statements from the United States Ambassador to the UN, Mike Waltz, against the Kigali regime, during the emergency meeting of the United Nations Security Council on the situation in the Democratic Republic of Congo (DRC). In his speech, he firmly condemns Rwanda for its direct support to the M23, explicitly states that Rwandan troops (Rwandan Defence Forces, RDF) are deployed alongside the M23 rebels in eastern Congo (notably in Uvira, South Kivu), and describes this as deliberate sabotage of the peace agreements recently signed in Washington. READ THE FULL TRANSCRIPT OF THE UNITED STATES' DURING TODAY'S UN SECURITY COUNCIL MEETING The United States is profoundly concerned and deeply disappointed by the renewed outbreak of violence in Eastern DRC. Today, I want to share additional information on the scale and sophistication of Rwanda’s involvement in the region. Since its re-emergence in 2021, Rwanda has maintained strategic control over its proxy armed group, M23, as well as M23’s political wing, the Congo River Alliance, also known as the AFC. Rwanda has deployed M23 and the AFC to further its geopolitical ambitions in Eastern DRC. Kigali has been directly involved in planning and executing the war, providing both military and political direction to M23 and the AFC. For years, the Rwandan Defence Forces (RDF) have supplied material, logistical, and training support to M23, and have fought alongside them in the DRC with approximately 5,000 to 7,000 troops as of early December — not accounting for any additional deployments during the recent escalation. In recent months, Rwanda has deployed multiple surface-to-air missile systems and other heavy, sophisticated weaponry into North and South Kivu to support M23 in its ongoing conflict with the DRC. Just this past weekend, M23 and Rwandan forces launched an offensive to seize Uvira, with RDF forces co-located on the frontlines with M23 fighters. We also have credible reports of increased use of suicide drones and artillery by both M23 and Rwanda, including artillery strikes into Burundi. Rather than a march toward peace — as seen in recent weeks under the leadership of President Trump through the Washington Accords — Rwanda is instead dragging the region back into greater instability and war. In light of the commitments made in Washington, we are deeply concerned about the continued presence of Rwandan military forces on Congolese soil in support of M23. The United States will use every tool at our disposal to hold accountable the spoilers of peace. We call on Rwanda to uphold its commitments and to fully recognize the Democratic Republic of Congo’s sovereign right to defend its territory, including the right to invite Burundian forces onto its land in response to aggression. We are engaging with all parties to urge restraint and to prevent further escalation — including calling for an end to hostile and ethnically charged anti-Tutsi rhetoric. As this Council continues to negotiate the renewal of the MONUSCO mandate, the United States will seek to ensure that the mission is empowered to support both the Doha and Washington agreements. While the parties themselves bear full responsibility for implementing these agreements, MONUSCO must have the freedom and capability to operate — including unimpeded mobility and logistical support. It is a sad hypocrisy that UN peacekeepers are under siege from forces backed by a UN member state — a state which also contributes troops to peacekeeping missions. The months-long M23 blockade on MONUSCO has severely impaired its ability to operate in and around Goma, as many have highlighted today. Furthermore, Rwanda continues to deploy surface-to-air missiles and conducts spoofing and jamming operations, effectively grounding MONUSCO’s air assets. Under such conditions, how can MONUSCO succeed? We demand the immediate cessation of these obstructions, which violate Rwanda’s and M23’s obligations under the Doha and Washington Agreements. The United States remains firm in its support for MONUSCO and its critical role in realizing these historic agreements, which we believe hold the potential to finally end decades of suffering in Eastern DRC.

Kinshasa continues to hide its military losses by making up stories and spreading propaganda, diligently carried out by news agency Reuters & news media TV5MONDE Info. Other than collectively admitting that Kinshasa is violating international law by using mercenaries who are operating drones that bomb civilians, namely Tutsi Banyamulenge in the High Plateaus, and around Uvira, Kinshasa, Reuters and TV5Monde, are claiming that Erik Prince "liberated" or "participated in liberating Uvira". First of all, as we have reported directly from Uvira on January 17th via Conspiracy Tracker Great Lakes, AFC/M23 withdrew voluntarily at sunset on January 17th. My team and I personally followed the last convoy of AFC/M23 as they exited #Uvira. While, we could see wazalendo at the outskirts of Uvira, and could hear some remote gunshots that never reached anywhere near Uvira center, NO wazalendo, FARDC, Burundian troops, let alone white mercenaries dared approaching the city of Uvira before AFC/M23 exited. #Uvira was entirely secured by AFC/M23 during the entire time they were positioned there from December 10th to January 17th. And it is only after they had left, that the wazalendo stormed into the city to loot, shoot, and to attack civilians and their property. The Burundian troops alongside FARDC followed thereafter from Bujumbura. Reuters and TV5MONDE are trying to make the public believe that Erik Prince is some sort of Rambo that could confront the highly determined young AFC/M23 soldiers, who 1) have been either discriminated against their entire lives for who they are, born and raised in refugee camps, ready to die because they have pledged that they will not grow old in refugee camps like their parents have, or 2) others who have had no country that could keep them safe from armed groups and corrupt officials for 30 years. One high-ranking military officer of AFC/M23 said to my colleague and I, when we asked him about Erik Prince and "his boys", his answer was quite edifying: "those ones, they are even weaker than the wazalendo". The type of sensationalist propaganda made-in Kinshasa, amplified by partners like Reuters, or TV5MONDE Info, only serves to further exacerbate the violence which currently puts at high risk of extermination the entire Banyamulenge community living in High Plateaus and around Uvira, and to sabotage any attempt at achieving peace in #DRC through the #Washington and @Doha peace processes.

I will not give it to you until you show me how you address my problems.” While Kagame frames this as a hypothetical, the choice of words, “it is in my hands,” strips away the fiction. This is no longer about M23 rebels acting independently. This is Kagame speaking as the occupier. He goes further: “You want Goma, Kavumu, Bukavu, or even the whole of eastern Congo back? Fine. But you must address my problems first.” This is not diplomacy, it’s blackmail through armed occupation. It confirms what Congo has said for years: Kagame uses M23 and direct Rwandan troop deployments to control Congolese territory, not for security, but as leverage to extract political and economic concessions. What this proves: Kagame is admitting territorial control of Goma, a city that has been under de facto M23 occupation since early 2025. #TheManLeadingTheM23InDRC Who is Corneille Nangaa, the man leading the M23 rebels? Former election-chief-turned-rebel-leader Corneille Nangaa has gone from overseeing Congo’s contested 2018 election to leading a powerful insurgency against the DRC’s President Félix Tshisekedi. Now head of the Congo River Alliance (CRA) and allied with the Rwanda-backed M23, Corneille Nangaa Yubeluo has seized key cities, including Goma, and vows to march on Kinshasa. Sentenced to death in absentia, he remains at the centre of the DRC’s escalating conflict. How did he rise to power? Born on 9 July 1970 in what is now Haut-Uele Province in the DRC, Nangaa started his career far from the battlefield. He studied economics at the University of Kinshasa before working with international organisations, including the UN Development Programme. His political breakthrough came in 2015 when he was appointed president of the Independent National Electoral Commission (CENI) under then-president Joseph Kabila. He was responsible for organising the delayed 2018 elections and controversially declared Félix Tshisekedi the winner. His tenure at CENI ended in 2021 amid allegations of electoral fraud and US sanctions for “undermining DRC elections“. Why did he turn against the Congolese government? Initially aligned with the ruling elite, Nangaa later distanced himself from President Tshisekedi. Ahead of the 2023 elections, Nangaa said that the 2018 result had been manipulated in a secret deal between Tshisekedi and Kabila, which Tshisekedi denies. In August 2023, Nangaa reemerged as a key figure in the DRC’s armed conflicts, launching the CRA – a coalition of 17 political parties, two political groups and armed militias. Among them was the March 23 Movement (M23), an insurgent group backed by Rwanda. Nangaa has since positioned himself as a leading figure in the rebellion against Tshisekedi’s government. What is Nangaa’s role in the conflict? By early 2025, Nangaa and M23 had taken control of Goma, the capital of North Kivu, and were advancing towards Bukavu. In a press conference from Goma, he reiterated that Tshisekedi had never legitimately won the presidency and stated: “If I created the monster, I think it is up to me to defeat it.” He and his allies have made it clear that their ultimate objective is to seize power in Kinshasa. The conflict has led to widespread violence, with more than 100 people killed and hundreds more injured. Hospitals in Goma are overwhelmed, and the city is grappling with water and electricity shortages. Diplomatic efforts to end the fighting have made little progress, and regional bodies like the Southern African Development Community (SADC) are debating whether to withdraw their peacekeeping forces. Why was he sentenced to death? In August 2024, a military court in Kinshasa sentenced Nangaa, along with several M23 leaders, to death in absentia for treason, war crimes and insurrection. BGA condemns the speech delivered by the Rwandan official, Tito Rutarimara, who openly denigrated and humiliated members of the Banyamulenge community during the commemoration of the Gatumba massacre in Kigali. He mocked the name “Banyamulenge,” saying that he laughs whenever he hears it because it refers to a mountain, and instructed them instead to identify themselves as Banyarwanda of Congo. Tragically, he took advantage of a solemn commemoration to mobilize Congolese youth of Banyamulenge origin against their own government. He incited Banyamulenge to rise up against their government, claiming that they should do so to “free Congo.” What a disturbing provocation and humiliation for members of our community in the midst of such tragic remembrance. This demonstrates a profound lack of respect for the victims and their families. Such rhetoric would hardly be considered appropriate during Rwanda’s own genocide commemoration. We recall that Rwanda is engaged in aggression against the Democratic Republic of the Congo and that parts of eastern DRC remain under Rwandan occupation, including Minembwe, where Rwandan troops and their proxies have taken the Banyamulenge hostage and are using them as human shields. While the international community continues to demand the withdrawal of Rwandan troops from eastern DRC, Tito Rutarimara, a representative of the Kigali regime—the master of RED-Tabara—uses a commemoration of Banyamulenge victims to mobilize and incite Banyamulenge against their own government and encourage them toward further conflict. BGA condemns these practices, which expose and instrumentalize our community for Rwanda’s selfish political and economic interests, further endangering the Banyamulenge and perpetuating insecurity, suffering, and atrocities against them. We remind the Kigali regime that we know its record very well and that the Banyamulenge hold it principally responsible for much of the suffering, violence, and massacres endured by their community. For Kigali’s information, the Banyamulenge are a Congolese community, and in the ongoing conflict between the Democratic Republic of the Congo and Rwanda, the Banyamulenge stand firmly with their government in condemning Rwanda’s aggression.
