Worth noting this pronouncement comes just about a week after the Trade Ministry announced the extension of preferential access to the US market via AGOA.

I was on CNN this evening for a conversation with Bianna Golodryga on the lapsing of the Africa Growth Opportunity Act (AGOA) on September 30th, the implications for Africa & what the road ahead. My key points: · AGOA lapsing & its implications is a lot more nuanced than has been painted so far because the landscape is not homogenous. Jurisdictions like Lesotho & Madagascar (where exports to the US account for 19.0% & 16.0% of all exports, respectively) are most exposed. The mid-segment (where exports to the US as a proportion of total exports are in the mid to high single digits like Kenya, Ghana, South Africa & Mauritius) is where the bulk of countries fall. Then there are economies like Tanzania & Gabon where the proportion is in low single digits & the exposure is minimal · The lapsing of AGOA will disproportionately impact Africa’s light-manufacturing exports to the US. Here we are talking apparel & agro-food products, such as fish & dried fruits. This has significant implications from loss of jobs perspective & amongst some of the most vulnerable in our economies · In the immediate to medium-term, we should expect to see a number of direct bilateral engagements with US sprouting, Kenya has already made such a move initiating initiate the process for a reciprocal trade agreement. In the long-term, however, only consolidated voice will give Africa the sort of leverage it needs in engaging the US · Despite the talks signalling possible extension of AGOA, I am skeptical that it could be extended in the shape & form that characterised it over the last 25 years. I'd expect to see rationalisation of eligible countries. I'd also expect to see rationalisation of the spectrum of products that enjoy preferential access into the US market · This presents an opportune moment to accelerate the African Continental Free Trade Area (AfCFTA). Let's cut the protectionism & make it work
