They don't want to be responsible for leading Bitcoin because they have executives, board members, and investors who can be held to some account if a State does not like what they are doing. An appropriately functioning network of decentralized nodes provides both leadership to the miners as well as cover from the encroachment of the State. If the miners are doing something the State doesn't like then they can pass the buck to the bitcoiners who run nodes that set and enforce the rules of the network. However, if bitcoiners defer their responsibilities to the top 5 mining nodes then they have essentially surrendered the network to the State.
