There were two large-scale attacks by Russia this week—absolutely brazen actions, through which Russia is demonstrating that without pressure from the world, there will be no end to the war. And these are all clear signals to the United States, to Europe, and to the leaders who these days are in China and will be meeting with Putin. We expect the need for a ceasefire—to signal Russiaʼs readiness for diplomacy—will be raised at these meetings. Putin is only duping leaders and drawing them into his camp. And he is staving off the threat of sanctions. Nothing else interests him. It is important that together we press Russia into ending this war.

Putin is the only one responsible for this war and the only one who believes in it. His current escalation is nothing more than a strategy to exert pressure, aiming to force the U.S. president to accept Russia’s terms later. We understand all the existing threats.

I think the chances of a meeting between Zelensky and Putin before end of August is exactly zero. After that, extremely slim to none. A Putin-Zelensky summit is a fantasy of Trump’s. He appears to have misunderstood Putin or been misled by him. Lavrov said today, “Putin confirmed his readiness to continue direct Russian-Ukrainian negotiations that took place in Istanbul.” And that Putin was prepared to “raise the level of delegations.” But that is not Putin saying he is ready to meet Zelensky.

Territories and the reasons for the war — why he started it, why he occupied these territories. I think it would be useful to talk — not because I want or don't want to talk to him. He is an enemy to me. We need to understand: we don't want war with Russia. I don't trust him and won't trust him, and he doesn't trust me either — that's clear. That's the problem. Asked if Putin can be trusted in the negotiations over the Ukraine war, Senate Armed Services Chairman Roger Wicker said: "No. Putin is a war criminal who should be in jail for the rest of his life, if not executed." He also said that the Russians will try to do 'anything to their advantage." On if he's concerned that Ukraine and Europe not at table yet in Russia-U.S. talks, Wicker said: "I don't know what the scheme is. There may very well be a method to all of this," but said that ultimately Ukraine needs to be at table to get a "fair result."
