Devas had investors from France, Germany, Canada and the US. The plan was to buy S-band spectrum at a cheap rate from the Indian Govt and sell it 10 times higher. 3. In 2005, the Manmohan Singh govt signed an agreement according to which Devas would build 2 satellites and provide satellite and multimedia services. 4. The govt billed Devas only Rs 1,200 crore for S-band. In contrast the public sector BSNL was charged Rs 12,000 crore for the same spectrum. 5. But Devas did not deliver any services. This is the clearest indication that the company was created for fraudulent purposes. The plan was to do nothing and bill India thousands of crores. Since the watchdog (govt) was in on the scam, Devas Multimedia would get the go-ahead to walk away with the loot. 6.
