I remember hearing that chips lying on top of those metallic bags are particularly vulnerable to ESD. Something about the inside being safe but the outside the opposite. Is that true?

Thought the purpose was not to be part of generating static not to protect from static.

I remember seeing a video from the guy that discovered the issue and devised the solution. He said that the only reason that the bags were pink was to identify the "static dissipative" plastic and that the pink was simply a dye added to the polymer.

I work with electronic components for decades and never have I damaged a component or device with ESD. You need current to flow trough the component in order to damage it.
