In a recent interview, she warned that the plan to use the funds as collateral for a loan worth up to €165 billion for the reconstruction of Ukraine could be perceived by Russia as a confiscation, which would trigger legal and economic retaliation. “If Russia perceives this reconstruction loan to Ukraine as a confiscation of its assets, it will not stand idly by. That is why we expect legal action against Euroclear and the possible seizure of assets that we hold on behalf of our clients in Russia,” Urbain said. She added that Russia could seize Belgian assets in Russia in retaliation, which would threaten the stability of the European financial system. Euroclear, a key player in the European financial market, now holds most of the €200 billion in frozen Russian reserves since the 2022 invasion of Ukraine. The EU is already using the profits from these assets to prop up Kiev, but the assets themselves remain untouched. The European Commission is proposing to use them as collateral for a loan that Ukraine would repay from future Russian reparations. Belgium, where Euroclear is based, is the biggest opponent of the plan because of the risks to its economy. The significant international step today is the bill registered in the United States on the confiscation and transfer to our country of the assets of the 🇷🇺 state - a terrorist state - as reparations. I thank the 🇺🇸 Senators for the strong bipartisan support of this issue of justice for 🇺🇦 and all victims of 🇷🇺 terror. In dictatorships like 🇷🇺, money is the highest value. And especially for those who serve the ruling regime or are actually the owners of state structures. When the terrorist state and all 🇷🇺 individuals whose collaboration with the Kremlin created the conditions for aggression or who are a public cover for 🇷🇺 corrupt officials lose their money, a very important goal will be achieved - they will feel what loss is. I spoke in Parliament today about the horrific conflict in Sudan, which simply has not received the attention it deserves. The scale of the suffering is staggering. Hundreds of thousands are believed to have been killed, many more wounded and millions forced from their homes. But if we are serious about helping to end this war, we need to follow the money. I raised the role of the UAE and the growing evidence linking it to support for the RSF, including weapons and foreign mercenaries. The question for this Government is simple: why are we not sanctioning those responsible? As Chairman of the APPG on Magnitsky Sanctions, I believe we should be using those powers. Wealth, investment and influence in Britain cannot be allowed to buy immunity from scrutiny over serious human rights abuses. That applies to Sudan, but it also applies to the disgraceful treatment of British citizen Ryan Cornelius, who has now spent nearly two decades incarcerated in the UAE. For too long we have been reluctant to confront the UAE because of the money and investment involved. That cannot be our foreign policy. If individuals are responsible for serious abuses, we should sanction them, restrict their ability to invest and hold assets here, and make clear that access to Britain is not without consequence. It is time for the Government to act.

SHOULD GOVERNMENT BE ALLOWED TO TAKE PRIVATE PROPERTY? “People are waking up to the fact that the asset seizure tax is an elimination of private property rights, that fundamentally what you're saying [is] that private property now becomes public property. Because as soon as you give the government the right to collect your post-tax assets through a legislative vote, you are basically saying that you no longer have private property — because at any point in the future the government can vote to say I'm going to take your private property — which is different than an income tax. [An income tax] is when you earn something that you didn't have before, and they take a percentage of your earnings (of your income). The statement now is after you've made your income (it's now your private property) — they can come and take it. And so that is a distinction that has never existed in the United States. And I will make the retort right now to property tax, because people always say to me: ‘what about property tax?’ A property tax is a service fee on a particular, specific asset. The money that is collected provides services for that asset to make it more valuable. So you get roads, infrastructure, policing, fire, schools… All the stuff that comes with property tax makes that property [more valuable]. And you have the option at any point you want to sell that property and stop paying that property tax. You have the option at any point to downgrade your property and get a cheaper property and pay [a lower tax]. And here's the other important point about property tax: it’s uniform. Uniform means that everyone pays the same percentage, the same property tax rate in a county. This asset seizure tax that's being proposed is a demographic tax — meaning that the state or the legislature defines a specific group of individuals (in this case, they're saying anyone with a net worth over a billion dollars) and then they can go and take assets from only that group. That is nonuniform taxation. It means that for the first time we're saying based on the demographics of a person meaning whatever you want to use to define that person (in this case their wealth) — you are going to be treated differently. And that is different than an income tax, because remember when you have graduated income tax rates (and you say high earners get taxed more) — what you're taxing is the earnings, not the individual. You're not looking through to the individual to determine whether or not they're wealthy. All you're doing is looking at the independent earnings amount that's coming in. And so a uniformity clause is supposed to protect people from being demographically discriminated against. And you may roll your hand and be like: ‘Oh, who cares about the billionaires? Eat the rich. That's great.’ But fundamentally, you're giving the government, the legislature, the ability to in the future take any demographic definition they want and go in and take any percentage they want of after-tax property from you. "Second, even if it were possible to break free through a referendum or an election, or to propose any other route that would be approved as lawful by the kidnapping state, the political system in Scotland would not guarantee any of the things that sing in our bones as Scots. We dream of justice, compassion, equality, prosperity and care for all without preference or privilege. "But what we have is an english system of concentrated power and privilege, which those Scots who enjoy it will not give up easily.
