I am pleased to welcome to Ukraine the President of Moldova, Maia Sandu. We value this visit on such a meaningful day, when we remember the Chornobyl disaster and the colossal solidarity and selflessness of our people, which made it possible to protect our country and our entire region, all of Europe and the world from an even greater radiation catastrophe. Today, Maia and I focused primarily on issues of security, our cross-border cooperation, the protection and development of infrastructure and energy, and we also had a very substantive discussion on our shared path toward the European Union. We are now working to ensure that all six clusters are opened as soon as possible and that EU membership becomes our shared success – for Ukraine, Moldova, and the entire European Union. Ukraine will continue to support Moldova on security issues – in particular with regard to the Transnistrian region. We are also ready to further develop our trilateral formats together with Romania. I personally thank Maia and all of Moldova for supporting Ukraine and for cooperation that strengthens our entire region.

The day of the JEF Leaders’ Summit in Helsinki started with a bilateral meeting with British Prime Minister Keir Starmer. The United Kingdom is a highly valued strategic partner and ally for Finland. Chancellor Merz: we are elevating our bilateral relations with Ukraine to the level of a strategic partnership. During a joint press-conference with President Zelenskyy, he said: Our cooperation [with Ukraine] is now more effective, our partnership based on trust is stronger, and our friendship and the bonds between our societies are deeper than ever. As one of the countries with a say in the development of the alliance's European pillar, we have the will to be included in all defense and security initiatives on the continent. We expect your close interest and support, as parliamentarians, for Türkiye's inclusion in the defense and security initiatives announced by the European Union. Excluding the capacity Türkiye possesses in the defense field due to narrow political interests is of no benefit to anyone. We must form, across the alliance, a security and defense network extending from Texas to Ankara — without any ifs or buts.

This was a demonstrative and cynical Russian strike. They are aware that a meeting is taking place today in Washington that will address the end of the war. We will have a discussion with President Trump about key issues. Along with Ukraine, the leaders of the United Kingdom, France, Germany, Italy, Finland, the European Union, and NATO will participate in the conversation. Everyone seeks dignified peace and true security. And at this very moment, the Russians are attacking Kharkiv, Zaporizhzhia, the Sumy region, and Odesa, destroying residential buildings and our civilian infrastructure. Russians are deliberately killing people, particularly children. As of now, seven people have been killed as a result of the drone strike in Kharkiv, the youngest being a girl who is only a year and a half old, and dozens have been injured, including children. In Zaporizhzhia, missile strikes injured 20 people and killed three. My condolences go out to all of the victims' families and loved ones. There was also a deliberate Russian strike on an energy facility in Odesa owned by an Azerbaijani company, implying that it was an attack not only on us but also on our relations and energy security. The Russian war machine continues to destroy lives despite everything. Putin will commit demonstrative killings to maintain pressure on Ukraine and Europe, as well as to humiliate diplomatic efforts. That is precisely why we are seeking assistance to put an end to the killings. That is why reliable security guarantees are required. That is why Russia should not be rewarded for its participation in this war. The war must be ended. And it is Moscow that must hear the word: “Stop.”

The key priorities are partner unity, which is the foundation of everything, and coordination on the European direction. Everyone on the continent should remember: if global issues are resolved without Europe, it will leave Europe with decisions that most Europeans are certain not to like. This applies, in particular, to matters of war and peace—the war that Russia started and the peace we must force Russia to accept—together. We need to do more together, both for defense and for economic growth.

We are grateful for the assistance to our people in the fight for freedom, consistent support of Ukraine's path to the EU, and for the warm attitude toward our people who have found refuge from the war in these countries. I spoke about the meeting between the Ukrainian and American teams in Jeddah and the efforts to bring a just and lasting peace closer. Ukraine is ready to take the first quick steps to achieve peace and is doing everything possible for this. We discussed defense support for our state, as well as Austria's and Portugal's assistance in the reconstruction of schools, creation of school shelters, restoration of energy infrastructure, and the humanitarian initiative "Food from Ukraine."

Tomorrow is an important day. We are anticipating a historic conclusion from the European Union—a report on Ukraine's implementation of the European Commission's recommendations. And we are already planning our next steps following this report. Our legislative efforts and the strengthening of state institutions. Ukraine has already come a long way toward stronger ties with the European Union. We are fully aware that EU membership relies on a political decision shared by all EU members that want to see a new state join, but it also relies on the candidate state itself and its work to approximate and adapt EU standards and community norms. Ukraine will join the EU. And we will achieve this, in particular, as a result of our state's internal transformation that is completely consistent with the interests of our people. The EU represents economic security and social stability for Ukraine, and Ukraine represents the strengthening of the entire EU community. And it is critical that the Ukrainian parliament continues to support the legislative efforts required for our European integration.

President Macron: When we speak about security guarantees, we speak about the whole security of the European continent and this is why we are all united here with Ukraine on this matter... And in order to have such a long-standing peace for Ukraine and for the whole continent, we do need the security guarantees. And the first one is clearly a credible Ukrainian army for the years and decades to come. And the second one is our own commitments, all of us. You can be sure that Europeans are very lucid about the fact that they have their fair share in the security guarantees for Ukraine, but their own security is clearly at stake in this situation.

We discussed all the aspects of the peace framework and achieved significant results. We also discussed the sequence of further actions. We agreed that security guarantees are key on the path to achieving a lasting peace, and our teams will continue working on all aspects. We agreed that our teams would meet as early as next week to finalize all discussed matters. We also agreed with President Trump that he will host Ukrainian and European leaders in Washington, D.C., in January. Ukraine is ready for peace.
