It requires individuals who choose to respect the property and rights of others, and EVERYONE ELSE holding each other accountable to that end. That second part is far more broken in our society than the first part. The default American mentality, across all demographics, is "that's not my problem."

I remember pulling up to park my car in a small town in Donegal. The car next to me had the windows down, doors unlocked (locks were up) and all their shopping inside, including coats etc. and a pull-out radio. (easy to steal) Came back a couple of hours later, not only was the car still there, everything inside was exactly how they left it! 😊 Donegal is now the most planted county in Ireland after Dublin! I bet NO one is leaving their cars unlocked anymore! 😡
