Weld a washer and a nut onto the top, impact it off

You could have removed that bolt with a pipe wrench.

WAY easier to drop an appropriate sized nut onto the stub, and then weld through the center. The thermal expansion of the stuck bolt breaks the rust loose, and slightly crushes the threads. Once it cools, tap the top of the nut with a hammer a few times, and then screw it out.

They're called 'Easy-Outs' and I have a set in my garage. I think there's 5 sizes, but it could be 6. All is fine so long as you can get to the broken stub, if it's in a awkward space just admit defeat and call someone.
