These people must realize completely rewriting the rules of international law for some but not others is gonna be extremely bad in the future, and make them meaningless

I think they got bad advice. Some US government attorneys messed up. Non-binding was the wrong wording. The resolution is binding but does not specify enforcement measures. That is what Matt Miller is attempting to say and that is accurate.
