Like the Lebanese army, the Internal Security Forces are unable to confront Hezbollah on the issue of weapons. The “Hezbollah state” has the power to arrest (in effect, kidnap) members of the Lebanese Internal Security Forces and negotiate with the Lebanese state for their release. On January 23, 2026, a police patrol of the Lebanese Internal Security Forces, ISF (قوى الامن الداخلي ) stopped two Hezbollah trucks in the Al-Tayoune (الطيونة) area of Beirut, near a police station and military base. The trucks were parked suspiciously, had no license plates, and had tinted windows. When the police patrol approached to check the trucks, Hezbollah operatives attacked the patrol. At the end of the confrontation, Hezbollah operatives detained one of the security forces personnel and managed to prevent the patrol from uncovering the contents of the trucks. According to local reports, the trucks were carrying Hezbollah military equipment that had been smuggled from Syria through one of the illegal border crossings with Lebanon. The Hezbollah trucks continued on their way toward the “security square” in Dahiya. In light of the incident, negotiations began between the State of Lebanon and the “State of Hezbollah.” Hezbollah's representative in the negotiations was Ali Ayoub, head of Hezbollah's Security Committee, which is in effect the independent police force of the “State of Hezbollah.” Following the negotiations, Hezbollah released the security forces officer it had detained and promised to hand over the trucks to the security forces at a “later date.” In practice, this means that the trucks and their contents will not be handed over to the security forces. The Hezbollah operatives involved were not arrested or investigated. Hezbollah does as it pleases in Lebanon. This is yet another test case, this time in the context of internal security forces, which demonstrates the inability of the Lebanese security forces in general to confront Hezbollah on the issue of weapons.
