How can this game take this long when they essentially have a template for the last game. They make it sound like they just start from scratch.

Sometimes seeing what devs look like answers the questions you have about the game. Like why is the clothing so bad lol

The reason why Rockstar games are so good is because Rockstar iterates over and over with no end in sight. The downside of this is that devs end up working late for what feels like forever because there is no cut off point. I am guessing everybody working on GTA 6 will be iterating on the game right up until the day it drops.

When John Ricchio (Producer on GTA 5 & RDR1) would interview devs to work at Rockstar he would warn people that " Rockstar is run by crazy people but you get to work on the best games in the world, that is the exchange." At least devs knew what they were getting into lol.

21 Savage speaks on what it was like meeting different rappers when he was coming up, revealing that Future didn't talk much at first, but was always putting in work at the studio: "Jay-Z, he was like, what I thought he would be. Gucci, T.I., all them n***as, really bruh... Pluto ain't really used to talk, though. At first, when I used to come around, n***a be in the studio standing there, rolling a blunt or something, he just hit beats the whole time." (Via Perspektives With Bank)
