Sawhney argues Iran has demonstrated enough conventional missile capability to deter further escalation while simultaneously building something potentially more valuable: a regional security architecture with Gulf states and backing from Russia and China. That leads Sawhney to a very different reading of Tehran’s strategy. Iran’s ultimate deterrent may not be a bomb.
