President William Ruto has yet again spoken about the planned set up of a National Infrastructure Fund. First time was on Oct 4th, see quoted tweet. He says we should be seeing a Bill taken to the National Assembly anchoring its establishment. From what the President says, part of the capitation of the National Infrastructure Fund will be drawn from proceeds from privatisation.

Some colour here about the much talked about National Infrastructure Fund (see quoted tweet) as explained by Dr. David Ndii: · The thinking is that the initial capitation will come from privatisation proceeds, starting with Kenya Pipeline Co · The idea is that proceeds from Kenya Pipeline's privatisation, as seed capital, will then crowd in private capital into the Fund, so we are looking at some sort of blended finance here · Dr. Ndii says that GOK's target is that for every Kes 1.0 raised by the state, they crowd in Kes 4.0 from private sector capital (an ambitious ratio in my view) · So if Kenya Pipeline Privatisation potentially raises Kes 100.0 billion as projected by GOK, the hope is that another Kes 400.0 billion of private capital can be crowded in · So the National Infrastructure Fund will almost play a fund manager role including portfolio origination · For roads infrastructure, tolling is earmarked to play a key role in this

President Ruto has dismissed attempts to politicise the NYOTA Programme, as he oversaw the disbursement of start-up capital to 5,901 youth from Machakos, Makueni and Kitui counties; empowering young entrepreneurs to transform their livelihoods. Each beneficiary receives KSh 50,000 in two phases: - KSh 22,000 into Pochi la Biashara - KSh 3,000 into NSSF’s Haba na Haba savings account - KSh 25,000 more in the second phase So far, KSh 1.2 billion has reached 48,376 youth in 26 counties, with nationwide rollout underway. The KSh 20 billion NYOTA Programme targets 820,000 youth, offering capital, training, mentorship and certification. A bill introduced by Rep. Mike Levin (D-CA) on Tuesday would prevent taxpayer money from being used to rebuild Venezuela's oil infrastructure. Levin says he and many colleagues "do not believe that it's a good use of $100 billion or $200 billion, which is what the estimates have been, of taxpayer dollars to go in and rebuild the oil infrastructure, and I don't think it's a good deal for the American taxpayer."

This funding allows the government to start addressing urgent infrastructure, residential, and public recovery needs. Preliminary assessments indicate total damage of around US$8.8 billion, with the government likely responsible for at least half, meaning additional borrowing will be necessary to fully fund reconstruction. While the government is in a strong fiscal position to begin this work, careful management of every dollar will be essential. Priority will be given to assisting those who cannot help themselves and rebuilding critical public infrastructure, ensuring a disciplined and sustainable approach to recovery.
