Rwandan-backed M23 rebels staged a large-scale offensive with significant Rwandan army support to capture Uvira town in South Kivu, marking its most consequential offensive since March. The Rwandan army (RDF) reportedly aided M23’s advance, violating its commitments under the recently signed Washington Accords peace framework. 1/10 🧵

#TRANSCRIBED The U.S. warned that it is going to use “tools at its disposal” to hold Rwanda accountable, a "spoilers to peace”, referring to both Rwanda and M23. READ THE FULL TRANSCRIPT OF THE UNITED STATES' DURING TODAY'S UN SECURITY COUNCIL MEETING The United States is profoundly concerned and deeply disappointed by the renewed outbreak of violence in Eastern DRC. Today, I want to share additional information on the scale and sophistication of Rwanda’s involvement in the region. Since its re-emergence in 2021, Rwanda has maintained strategic control over its proxy armed group, M23, as well as M23’s political wing, the Congo River Alliance, also known as the AFC. Rwanda has deployed M23 and the AFC to further its geopolitical ambitions in Eastern DRC. Kigali has been directly involved in planning and executing the war, providing both military and political direction to M23 and the AFC. For years, the Rwandan Defence Forces (RDF) have supplied material, logistical, and training support to M23, and have fought alongside them in the DRC with approximately 5,000 to 7,000 troops as of early December — not accounting for any additional deployments during the recent escalation. In recent months, Rwanda has deployed multiple surface-to-air missile systems and other heavy, sophisticated weaponry into North and South Kivu to support M23 in its ongoing conflict with the DRC. Just this past weekend, M23 and Rwandan forces launched an offensive to seize Uvira, with RDF forces co-located on the frontlines with M23 fighters. We also have credible reports of increased use of suicide drones and artillery by both M23 and Rwanda, including artillery strikes into Burundi. Rather than a march toward peace — as seen in recent weeks under the leadership of President Trump through the Washington Accords — Rwanda is instead dragging the region back into greater instability and war. In light of the commitments made in Washington, we are deeply concerned about the continued presence of Rwandan military forces on Congolese soil in support of M23. The United States will use every tool at our disposal to hold accountable the spoilers of peace. We call on Rwanda to uphold its commitments and to fully recognize the Democratic Republic of Congo’s sovereign right to defend its territory, including the right to invite Burundian forces onto its land in response to aggression. We are engaging with all parties to urge restraint and to prevent further escalation — including calling for an end to hostile and ethnically charged anti-Tutsi rhetoric. As this Council continues to negotiate the renewal of the MONUSCO mandate, the United States will seek to ensure that the mission is empowered to support both the Doha and Washington agreements. While the parties themselves bear full responsibility for implementing these agreements, MONUSCO must have the freedom and capability to operate — including unimpeded mobility and logistical support. It is a sad hypocrisy that UN peacekeepers are under siege from forces backed by a UN member state — a state which also contributes troops to peacekeeping missions. The months-long M23 blockade on MONUSCO has severely impaired its ability to operate in and around Goma, as many have highlighted today. Furthermore, Rwanda continues to deploy surface-to-air missiles and conducts spoofing and jamming operations, effectively grounding MONUSCO’s air assets. Under such conditions, how can MONUSCO succeed? We demand the immediate cessation of these obstructions, which violate Rwanda’s and M23’s obligations under the Doha and Washington Agreements. The United States remains firm in its support for MONUSCO and its critical role in realizing these historic agreements, which we believe hold the potential to finally end decades of suffering in Eastern DRC.

HOW THE WEST ENABLES RWANDA TO LOOT CONGO Kayumba Nyamwasa, former Rwanda Army chief of staff and head of Rwandan intelligence from 1998 to 2002, dropped a bombshell on 2 February when he told @newzroomafrika’s Aldrin Sampear that Western countries like France, the United Kingdom and the United States do not comment on Rwanda’s military operations in neighbouring countries like Central African Republic, Democratic Republic of the Congo (DRC) and Mozambique because Rwandan companies process smuggled minerals that benefit said Western powers. The recent escalation in violence as the Rwanda- and Uganda-backed M23 militia seized mineral-rich lands in eastern DRC on its way to entering Goma city has renewed the conversation about Rwanda’s and Uganda’s roles in the foreign-instigated three-decade-long conflict over resources. How the West has ignored Rwanda’s activities contrasts sharply with sanctions imposed against Rwanda and aid cuts in 2012 that forced M23 to go underground. As early as 1998, Burundian, Rwandan, Ugandan and/or Rally for Congolese Democracy (RCD) soldiers emptied DRC warehouses. The looting remains a prominent feature across successive proxy campaigns, casting doubt on claims that Rwanda or M23 intervenes in the DRC only in the interests of marginalised Tutsis in the DRC. Since M23’s resurgence in 2021, reportedly due to Rwanda fearing isolation following increased DRC-Uganda cooperation, the militia has displaced hundreds of thousands of people in eastern DRC. Reports indicate M23 is closing in around the city of Bukavu after entering Goma on 27 January. In Rubaya, which M23 captured in 2024, the group has generated around $300,000 monthly in taxes from tantalum mining. Video credit: @newzroomafrika (X)

The High Plateaus of Minembwe have become a major battlefield following the withdrawal of the Rwandan military (RDF) from Uvira and the subsequent redeployment of its forces to the High Plateaus of Minembwe. On 20 June 2026, the Rwandan military (RDF), through RDF aircraft, reportedly supplied ammunition and military equipment to the RDF/M23/Twirwaneho coalition in villages surrounding Minembwe. These actions are reported to be fueling the ongoing conflict and contributing to serious violations of international humanitarian law. This follows public calls by Fredy Kaniki urging members of the Banyamulenge community to join the M23 rebellion and fight against government forces and state institutions. Such calls risk communalizing and instrumentalizing the conflict along ethnic lines. They may further undermine ongoing peace efforts, including the Washington peace process, while providing justification for the continued presence of Rwandan troops in eastern DRC and for the crimes attributed to them during the ongoing conflict. Meanwhile, the Government has instructed the Ministry of Education to organize the National Examinations for students in Minembwe. However, on 21 June 2026, at approximately 9:00 a.m., the RDF/M23/Twirwaneho coalition reportedly launched attacks against the civilian areas of Kakenge, Kalingi, and Ilundu, which are under the protection of the FARDC, with support from Rwandan military drones. These attacks have further deteriorated the security situation and are placing at risk students who are expected to sit for the National Examinations. The communities of Minembwe urgently call for the protection of civilians and educational activities. They wish to see their children take the National Examinations, scheduled for 22 June 2026, in accordance with the national education calendar and without further delay. #DRC #FDLR #M23 #Rwanda #Genocide_against_Tutsi 🔴A historical capture by #M23 of high-ranking #FDLR officers having participated in the 1994 genocide against the Tutsi in Rwanda & responsible for 30 years of violence in #DRC. ➡️ Brigadier Gen. Ezéchiel GAKWERERE, who according to ICG Africa Report N°151 – 9 July 2009 ("Congo: A Comprehensive Strategy to Disarm the FDLR") is among those who "played major roles in leading the 1994 genocide [against the Tutsi in Rwanda]", was handed over to Rwandan authorities today, along with two dozens of his FDLR militiamen. ➡️ Major Gilbert NDAYAMBAJE (a.k.a Castro Rafiki) was also repatriated. Following his surrender in 2016, MONUSCO turned him over to the Government of DRC (S/2016/1102). In September 2018, he was found guilty and sentenced to life in prison by a military tribunal in Bukavu, for the murder & torture of civilians in the villages of Kamananga & Lumenje (South Kivu). ➡️Their capture and handover today provides tangible evidence that the government of Tshisekedi has put into action its threat of "regime change" in Rwanda by integrating into its national army, former Ex-FAR/intarahamwe genocidaires & masterminds of anti-Tutsi genocide ideology, responsible for the ethnic cleansing of Congolese Tutsi since 1994. ➡️This event happens when the international community, its mouthpiece @UN_BintouKeita / MONUSCO in #DRC, under the leadership of Jean-Pierre Lacroix, mandated by the #UNSC, accuse Rwanda of "violating the territorial integrity of DRC", whereas Rwanda maintains existential "preventive defensive measures" at its border with #DRC. ➡️This historical capture of high-ranking #FDLR commanders is evidence that Kinshasa's official support of #FDLR, endorsed by MONUSCO which collaborates with Kinshasa instead of neutralizing #FDLR as its mandate originally states, represent a tangible threat to the security of the Rwandan people, who 30 years ago, were at the verge of extermination at the hands of the same #FDLR genocidal militia. #ARCHIVE 𝗗𝗥𝗖 𝗙𝗠 𝗖𝗮𝗹𝗹𝘀 𝗼𝗻 𝗚𝗹𝗼𝗯𝗮𝗹 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀 𝘁𝗼 𝗔𝗰𝘁 𝗔𝗴𝗮𝗶𝗻𝘀𝘁 𝗥𝘄𝗮𝗻𝗱𝗮’𝘀 𝗪𝗮𝗿 𝗖𝗿𝗶𝗺𝗲𝘀 In an interview with Sky News, Foreign Minister Thérèse Kayikwamba Wagner urged the United Kingdom and international community to impose firm, targeted sanctions against Rwanda’s leadership, warning that continued inaction risks legitimising war crimes and economic looting. “We need sanctions, firm sanctions, and nd when we speak of sanctions, we do not speak of sanctions that target the Rwandan population, but sanctions that actually target the Rwandan leadership, the chain of command, and the financial networks behind this aggression.” Accountability Must Follow the Chain of Command Minister Wagner outlined the legal basis for international accountability, referencing well-documented UN findings linking the Rwandan Defence Forces (RDF) directly to the M23 rebel group operating in eastern DRC. “There is clear evidence connecting the Rwandan army to M23, and from M23 directly back to decision-makers in Kigali. There must be accountability along that chain of command. There is legal precedent for that, in the DRC and elsewhere.” According to Wagner, such accountability is not just moral, but necessary for deterrence: “If impunity continues, then violence becomes a strategy, not a crime.” “Rwanda Has No Mines, Only Congo’s Minerals” The Minister then turned to the economic enablers of war, calling for an international ban on the export of Rwandan minerals. “Rwanda presents itself as a mineral exporter. Yet, there are no significant mines in Rwanda. None. These minerals come from the DRC, extracted in zones under occupation, through violence and exploitation.” She demanded that global markets enforce traceability laws to prevent the sale of “blood minerals” disguised as Rwandan exports. “There is precedent for banning conflict minerals from reaching the world market. The same must now apply to Rwanda.” “Rwanda Killed Peacekeepers, and Still Wears the UN Badge” Wagner exposed another contradiction that has stunned African observers and international diplomats alike: Rwanda’s status as one of the largest troop.

Kinshasa regime vs M23/AFC: Uvira—While M23/AFC is reassuring people to go back in their daily activities, and refugees to go back home. Yesterday, Burundi and DRC high command officials finalized offensive plans to retake Uvira. During a meeting held in Bujumbura, Burundi, the host country agreed to ensure coordination of these operations. Burundi is already hosting more than 30 thousands heavily armed militiamen who fled the fighting in South Kivu. Among them are members of the FDLR genocidal forces, Imbonerakure, Burundian soldiers, DRC soldiers, and Mai-Mai. Burundi, unaware that the mosquito has landed on its testicles, as the saying goes, remains stubbornly faithful to its genocidal ideology no matter the cost. Sources within the DRC and the Burundian army confirm that these attacks are imminent. Initially, the Burundian troops withdrawn from the mountains of the DRC were supposed to coordinate with FARDC special forces and mercenaries arriving from Katanga, Kalemie, and Kindu, plus reinforcements coming from Walikale, in order to advance along the Mwenga axis. At the same time, units redeployed from Burundi itself, along with those who had fled to Makobola, were to launch simultaneous attacks against M23 defensive positions on the outskirts of Uvira. At the same time, reports say that Gitega has dressed thousands of militiamen under its command in RDF fatigues and positioned them near Rwanda with intention to sow chaos— now we know why they were printing these uniforms. Evidently, people who are doing this do not see that it will come with unaffordable cost…. More details, no time to write.
