"Compliance" is, of course, a legal matter. And when the legislation is complex enough, then in order to figure it out and "comply" you'll need a lawyer to cross the t's. Maybe a team of them, advising you and your engineers constantly over every change you make. Who could possibly afford that, or the fines that might come? Only sufficiently large corporations, of course. Not startups working with open models. Convenient!
