Early on the 23rd, a cargo ship carrying 21 Filipino crew members capsized and went missing about 55 nautical miles northwest of China’s Huangyan Island, territory claimed by both China and the Philippines, which has been a flashpoint for ongoing tensions and maritime confrontations in the South China Sea.
