I have noted videos circulating on social media, some of which I have been tagged in, people claims that gangs of youths terrorizing city residents, particularly over the weekends. These youths disguise themselves as Gen Z content creators in the CBD, but by around 5:00 p.m., they begin stealing from unsuspecting people. They operate in large groups of 20–30 criminals, surrounding victims and robbing them of all their belongings. In addition, some claims that certain street families engage in illegal activities, including dumping waste at night and robbing people before fleeing to the backstreets. Some even use human waste to extort money or valuables from residents. Improper waste disposal and unsanitary practices not only harm the environment but also create unsafe spaces that criminals exploit. As Chief Officer of Environment, I recognize that a clean, well-managed city is a safer city. Our enforcement team, working closely with the National Police Service, continues operations to remove these individuals from our streets and ensure public spaces remain safe and hygienic. Security and environmental operations are underway, and no resident should live in fear. The safety, security, and cleanliness of our city and its residents remain paramount. We urge members of the public to report any such incidents, illegal dumping, or suspicious groups to the authorities so that immediate action can be taken. My goal in this budget process has always been to make sure we’re funding core, basic services in a balanced and disciplined manner. We know there is an inherent tension between asking people to pay rates, fees and taxes— and the issue of affordability. We want to make sure our city can provide the quality-of-life services that our residents deserve, but we also want to make sure we’re putting affordability first in our community. While I worry a lot about affordability, I also worry about the ability of our city to deliver quality services without more revenue. I strongly believe that if we're not making the kinds of investments we need to make in our people and our services, we will be managing decay in Austin in a very short period of time. This budget will not meet everyone’s concept of perfection. Truthfully, there are parts of the budget that I don’t like. That goes with living in a big, diverse city—different people will have different priorities, and we need to make room for all of us. Now, it is time for us to trust our voters. Voters have an opportunity in November to make a very important decision. From my perspective, the best part of this budget is that we fully fund our homeless strategy office. That was my greatest emphasis, and we've achieved it. It will make a world of difference in getting homeless people off the street in a very short period of time. I'm also very pleased with what we’ve added to funding for public safety, EMS, and wildfire prevention. A positive vote in the November tax rate election will allow us to pay for these needed services. And we make a significant investment in our parks. I look forward to a result that will be the best benefit of our community.

Imagine this: Ngara Girls High School students, right in the middle of doing their KCSE exams, are struggling to concentrate, to breathe, to learn—all due to severe noise and air pollution from a cement batching plant illegally operating within their school grounds. This plant is not only disrupting learning but also endangering the health of young girls and local residents alike. Even the surrounding residents cannot live in peace, as they are suffering from illnesses caused by the relentless noise and polluted air. This is a critical issue that requires immediate action. While it's true that the plant may have created jobs, we cannot ignore the mounting costs to our children’s health and education. Over 20 students have fallen ill, some with respiratory issues such as asthma, and others have had to leave school altogether. We cannot, in good conscience, prioritize temporary employment over the long-term well-being and futures of our young people and community members. Attempts to address this problem have been met with intimidation and threats, not only directed at the school administration but also at those of us advocating for a safe learning environment. Despite previous agreements to relocate the plant, it continues to operate with blatant disregard for the law, compromising not only our students but also the principles of fairness and accountability. Today, I visited the cement batching plant and Ngara Girls High School, witnessing firsthand the conditions these students and residents endure. Taking immediate steps, I filed legal action against the management of the plant. Three people were arrested and given a cash bail of Ksh. 300,000 each, with a court appearance scheduled for Monday to face the consequences of operating illegally and endangering lives. Let’s remember that our duty, as a community and as a government, is to protect our children, uphold the rule of law, and ensure that education and homes remain safe havens.
