This fellow is a First Amendment auditor. They go around filming to see if somebody will prevent them from filming or taking photos. If there are prevented from doing so or if the police stop them, or if town officials stop them, then they sue and they win all the time. If the area is funded by taxpayers. Then, anyone has the right to film or take photos from the taxpayer funded area. All roads and sidewalks are taxpayer funded. Even inside of taxpayer-funded buildings people are allowed to photograph or film as much as they would like.

Correct me if im wrong as I don't live in America but the right to not be recorded without your consent is also a thing in America isn't it?
