No, it should not be considered a legal pitch, and it is my understanding that MLB has relatively recently determined it is not a legal pitch.

Yes, Rule 3.4.B clearly states that a pitcher can have 1 and only 1 huge leap towards the plate when in the process of looking at the pitch clock with less than 1.4 seconds remaining and that his foot must…. OK I can’t do this, NO!!! You can’t do that!!
