First off this is still in talks. Secondly, it would NOT be weapons-grade plutonium but altered for civilian nuclear fuel. This would be given to nuclear power startups only. Furthermore the entire amount is 19 metric tons. No business can apply for the entire amount. Regarding Musk he has access to all of the satellites his companies have built. However the access is severely limited by security protocols. This is no different from any other company who has built satellites for the US government.
