I met with Prime Minister of Bulgaria Rumen Radev. Thank you for the substantive talks. We discussed in detail the development of our cooperation and energy security, including at the regional level. We also addressed preparations for consultations between Ukraine and Bulgaria aimed at developing joint projects. I invited Bulgaria to begin work on a special agreement in the Drone Deal format. We agreed to task our teams with following up on all the issues discussed and preparing a number of bilateral documents.

I had a meeting with the Secretary General of the Council of Europe, Alain Berset. I am grateful for the Council of Europe’s support for Ukraine. We discussed the need to establish a Special Tribunal for the Crime of Aggression, as it is crucial to hold Russian war criminals accountable. Another key issue was the release of prisoners and the return of Ukrainian children illegally deported by Russia. We highly value the Council of Europe’s role in establishing the Register of Damage as part of the International Compensation Mechanism. Ukraine looks forward to the creation of the Claims Commission and the Compensation Fund and counts on the Council of Europe’s leadership in this process.

I understand all of Belgium’s concerns; however, a decision on the reparations loan must be made. It is fair and will ensure long-term predictability for Ukraine. We also discussed coordination in diplomacy between Europe and the United States for the sake of peace, Ukraine’s future membership in the European Union, support for Ukraine’s energy system, and reconstruction. The front line, and the fight for freedom, now await them. Tomorrow marks four years since Russia launched its full-scale invasion of Ukraine. Russia’s war of aggression against Ukraine represents the most serious security policy challenge facing Europe and Norway, emphasises Minister of Defence Tore O. Sandvik. ‘Ukraine’s struggle for freedom, sovereignty and democracy directly strengthens our own security. Norway stands with Ukraine. We will continue our support — political, economic and military — for Ukraine’s freedom, and for a just and lasting peace in Europe.’ Norway will allocate NOK 85 billion in support to Ukraine in 2026, of which NOK 70 billion will be military assistance. Germany is going to do additional investments into Ukraine's air defence. $200 million will be invested in another PURL package to finance mainly ammunition for air defence systems. Today, Latvian Foreign Minister Baiba Braže Baiba Braže is in Ukraine for her sixth visit. It is important that the Minister came to Kyiv from Odesa, where she had a full schedule of activities. We are always grateful to those partners who are here in Ukraine, alongside our people – supporting us and enduring Russian strikes with us. Especially when Russia brandishes its ballistic missiles every day. I informed the Minister about the consequences of today’s attack, and we also discussed the further implementation of the PURL and SAFE programs, food security and Russian attacks on Ukrainian ports, support for Ukraine’s European integration, and the opening of four more negotiating clusters. I thank Latvia for all its support since the very beginning of this war.

With our Security and Defence partnership, we will be able to carry out joint military exercises on land and at sea. It will also boost our defence industries in terms of production, scale and innovation.

Today, we signed an Agreement on Security Cooperation with the Prime Minister of Greece, Kyriakos Mitsotakis Kyriakos Mitsotakis. Greece is ready to continue meeting Ukraine’s most urgent defense needs. It will also provide additional resources to accelerate F-16 training for our pilots and technicians.
