They have doomsday bunkers on Earth and high in the mountains, but they also have a backup plan that includes the Moon. They know they cannot create self-sustaining colonies on other planets or on the Moon. Earth is the only viable option, and the cyclical Geophysical Event resets civilization like clockwork.
