The key provisions are as follows: ✅ Mandatory camera systems to allow visual inspections in real time. ✅ Real time access to stored video for the Ohio Department of Children and Youth (DCY). ✅ Statewide audit system to be set up by DCY to monitor live and stored video. ✅ Immediate suspension of taxpayer payments pending investigation if fraud is suspected. ✅ Creation of an enforcement pipeline from DCY to the State Auditor to the Attorney General. ✅ Online tracking portal for child attendance controlled by parents with use of a QR code. This bill will create a simple rule: If you are a daycare taking taxpayer dollars, you will prove attendance, prove services, and remain in compliance-- or you will lose funding and be subject to prosecution.
