Depends. Imagine your MAC address is like your car’s license plate. On the street (public Wi-Fi networks), it’s better to use a fake license plate every time, so nobody can follow you from one place to another. At home, it’s better to use your real license plate. That way your router always recognizes your device, can give it priority, apply parental controls, or easily see which device is which. It doesn’t leave you less protected it just makes managing your home network much easier.

I wonder if there is any way to default this to "Rotating" instead of manually needing to do this on every WiFi network?

Unfortunately many routers will not work if this is enabled, that’s why it is designed for a per-network configuration
