Russia doesn't have the capacity for a general invasion of Europe. What it could do is say "Those awful Estonians are oppressing Russian nationals. We're just moving a few troops in to protect them. Sure you want to go to war over it?" Or, "We have an emergency in Kaliningrad and need to move materials there through the Suwalki Gap. We're sending to troops to protect the supplies but we'll withdraw them as soon as the emergency is over. Sure you want to go to war over it?" Russia would nibble around the edges with hopes that various NATO members would look for excuses to not do anything.
