The reason Robotaxi cannot expand is not the cost but the FSD capability! So we still need to wait until nobody knows when... for the expansion

Biggest change is who owns the liability, not the vehicle. Who's accountable in a crash, Tesla, the fleet operator, or the rider? That's the unresolved part the model tends to skim.
