Today, I have introduced a Constitutional Amendment Bill in the Parliament to amend the Constitution of India to provide for social diversity in the appointment of Judges to the Supreme Court and High Courts in proportion to the population of Scheduled Castes, Scheduled Tribes and Other Backward Classes; to bring transparency in appointments to the higher judiciary; to provide for the establishment of permanent Regional Benches of the Supreme Court at Chennai, New Delhi, Mumbai and Kolkotta ; to enhance the age of retirement of Judges of the High Courts from sixty-two years to seventy-five years; to further amend the Constitution to increase the quantum of reservation for the Socially and Educationally Backward Classes of citizens in proportion to their population as determined through caste census; to provide reservation in promotions with consequential seniority for the Backward Classes of citizens; and to empower State Governments to undertake caste census, and for matters connected therewith or incidental thereto.
