It would be the deep morale fracture within CAPFs, quiet disengagement of high-quality officers, long-term recruitment and retention distortion, & doctrinal stagnation. Security institutions decay slowly. They don’t collapse dramatically. That is what makes such decisions dangerous - not explosive, but erosive. The final hard truth is, even if a statutory intervention occurs, this will not be the end of the issue.$
