There were absolutely backlashes against immigrants in the 18th and 19th centuries, long before the advent of the welfare state. And the objections were fundamentally the same: The immigrants undercut the wages of the native-born labor.

The reason why immigration worked before 1914 was because the US was an overwhelmingly white country receiving immigrants mainly from Europe.

Speed is the difference. The fastest they could come was very slow by todays standards. Today millions can arrive over just the Summer months of a single year under biden.

So, 1914 if you came to America you knew you were going to have to work for a living, and did! In Modern Day, when you come to America you knew you would get everything free, and not have to work, and you don't! Welfare is good to help people out of a rut and return to a job to make a living, but not to live off it forever, as the case is today for many!

If you ask this question of the people who came through Ellis Island and the like yes you will get that reaction but if you ask the people that were here before the country the colony or the congregation you will have a very different answer

The other difference is culture. The vast majority of pre 1914 immigrants came from fairly similar cultures with shared underlying values. It's why I most of the hispanic immigrants actually fit in pretty easily too if they come for jobs. They have a shared value system.

The people who came before wanted to work hard and make a good life for themselves , today it's about what free stuff can I get at a cost to the tax paying citizen.

Because of the fact that welfare state was not treating the poor as kings and giving them everything they needed to survive and to thrive while the working class was struggling to pay for their own needs. Pre-1914 immigrants were systematically placed within a social economic hierarchy above Black Americans who had been here 300 years prior. Welfare programs were more local but they helped recent immigrants and excluded Blacks. I don’t think pre-1914 immigration “helped everyone”.
