The whole NGO scheme is corrupt. We just found out something similar in the US called USAID, which was a program that was funding NGOs that went around the world lobbying (for what?) and maybe overthrowing governments. NGOs wouldn't exist without government funding.

Wait until you find out what these NGO are doing in migration, schools, local and foreign govt, protests, and many other ways.

Easy to solve, create a platform with the fields needed for approval of each contract, stop every payment and make all NGOs to submit the request though that platform... also, WHY a non government organisation needs government money????
