The police say they can't charge him without a victim wanting to press charges. I'm pretty sure that's bullshit, I thought NY was a state that had a law where the state could press charges no matter what the victim wants or doesn't want.

Victims actually don’t have to press charges. The city can press charges for assaults. They do it in DV cases all the time. Sometimes the victim doesn’t want to press charges on their spouse or partner but they will be arrested and charged anyways by those cops. They can do the same thing here, but they won’t because this is the black privilege we have now of being violent to whites and getting away with it. He was probably incentivized to do it in the first place and told he’d be protected
