The image builder wizard feature of Windows Embedded is so underrated. Wish Microsoft kept releasing new versions of Windows Embedded with the image builder feature built-in, it's honestly quite neat.

Could this be fitted into Windows 7/2008 R2?

This only works for Windows Embedded Standard releases (Windows Embedded Standard 7 and Windows Embedded Standard 8).

I never tried Windows 7, but I remember that Windows XP lets you strip the whole thing to the bare kernel, I think there's a chance to make a GNU/ Windows with Embedded xD But too much effort I guess

Windows Embedded's image builder allows you to use cmd as a shell instead of Windows Explorer. Here's the minimum configuration with CMD shell set:

I used to work with its older sibling, the Windows CE Platform Builder. It was amazing.

Bad thing is, many language packs are not included into ISO and you'll have to either integrate yourself or install later with dism. Also I'm not sure how to integrate later system updates like UpdatePack7R2.
