Read that again. He is not saying that their undemocratic thinking and approach is wrong. he says that they have to do a better job at hiding it, even if it's unfair to them. And then he makes additional excuses for them because they too have suffered at the hands of the Islamic Republic (which is true). But the bottom line then is that a) their undemocratic mindset is neither a problem nor wrong, b) they have to conceal it better by "curbing their statements" even if it violates their free speech, c) and that they have to do a better job pretending to be democratic and pluralistic by adopting its language, but not its meaning. This is why many view the Monarchists as a non-threat to the Islamic Republic, but a major threat - alongside the current theocracy - to a genuinely democratic opposition emerging from inside Iran.
