My view is that Members of Parliament are meant to legislate, not implement. The Constituency Development Fund (CDF) has diverted a large number of MPs from these fundamental duties by shifting their focus to constructing roads, hospitals, and other development projects which are used to try and win over voters. The original CDF Act was declared unconstitutional in 2015 for breaching the separation of powers, leading to the revised NG-CDF Act. However, debates continue on whether MPs should be handling these funds at all. The 2022 High Court ruling further questioned the legitimacy of MPs managing these funds, so we await the Supreme Court ruling on the NG-CDF Act this afternoon. Shouldn’t we be moving away from CDF and instead channelling those funds to systemic solutions like free education for all that would eliminate the need for temporary bursaries and provide lasting benefits for every Kenyan child?

Earlier today, on the Floor of the National Assembly, I shared my thoughts on the proposal to consolidate all bursaries currently under different Funds including the National Government Constituencies Development Fund (NG-CDF), the National Government Affirmative Action Fund (NGAAF) amongst others into a single fund. I indicated strongly that this move would set us many years back and rollback on milestones we have made especially under the NG-CDF bursaries across the country. Our priority should be to tackle corruption from the national level down to the ward level, rather than stripping these essential services away from the electorate.
