ICAN filed FOIA requests after West Virginia and New York blamed the unvaccinated for pertussis and measles outbreaks. The records tell a different story. In West Virginia, approximately 70 percent of pertussis cases over the last five years involved vaccinated individuals. In New York, over 30 percent of measles cases were in vaccinated people, and another 30 percent had unknown vaccination status.
