I finished my third visit to Ukraine in less than a year. I had a good meeting with President Volodymyr Zelenskyy / Володимир Зеленський. We discussed the outcome of yesterday’s meeting of the Coalition of the Willing and took stock of the EU’s support to Ukraine’s military effort in order to ensure a just and lasting peace. Ukraine’s partners have been supporting President Trump's efforts to open peace negotiations and preparing security guarantees to prevent Russian attacks in the future. Yesterday, in Paris, 26 countries plus the EU endorsed the plan designed by our military chiefs to provide strong, concrete security guarantees to Ukraine through air, land, sea and the regeneration of Ukraine's forces. We are ready for the day after. But for that day to come, we must continue to push Putin to the negotiating table. Only more pressure can stop this war. We are ready to do more. We are working with the United States and all like-minded partners on further sanctions, including secondary sanctions. We also discussed our common future - supporting Ukraine's reconstruction and its EU accession path. We continue our very successful agreement on security guarantees for Ukraine on its way to NATO by preparing treaties with countries... bilateral treaties. Only a day after Vilnius, six countries have already joined the seven largest democracies of the world with which we agreed on security guarantees yesterday: the Czech Republic, Denmark, the Netherlands, Norway, Spain and Sweden. Thank you! I am confident that the number of guarantors will increase. Ukraine and the United States will keep a list of states that will join our joint declaration with the G7 on security guarantees on the path to NATO.

President Macron: When we speak about security guarantees, we speak about the whole security of the European continent and this is why we are all united here with Ukraine on this matter... And in order to have such a long-standing peace for Ukraine and for the whole continent, we do need the security guarantees. And the first one is clearly a credible Ukrainian army for the years and decades to come. And the second one is our own commitments, all of us. You can be sure that Europeans are very lucid about the fact that they have their fair share in the security guarantees for Ukraine, but their own security is clearly at stake in this situation.

Today, important negotiations took place in Washington. We discussed many issues with President Trump. It was a long and detailed conversation, including discussions about the situation on the battlefield and our steps to bring peace closer. There were also several meetings in a format with European leaders and the President of the United States. We discussed security guarantees. This is a key issue, a starting point towards ending the war. We appreciate the important signal from the United States regarding its readiness to support and be part of these guarantees. A lot of attention today was given to the return of our children, to the release of prisoners of war and civilians held by Russia. We agreed to work on this. The U.S. President also supported a meeting at the level of leaders. Such a meeting is necessary to resolve sensitive issues. I thank President Trump for the invitation and for today’s special format of our meeting. I also thank all the leaders who were with us today: Emmanuel Macron, Keir Starmer, Friedrich Merz, Giorgia Meloni, Alexander Stubb, Ursula von der Leyen, Mark Rutte. Today was an important step, a demonstration of genuine unity between Europe and the United States. The leaders personally came to support Ukraine and to discuss everything that will bring us closer to real peace, to a reliable security architecture that will protect Ukraine and all of Europe. We continue our work, coordinating our steps with all allies who strive to end this war with dignity. I thank everyone who is helping.

Lavrov wants Russia to be one of the security guarantors for Ukraine. He thinks then the guarantees will be "truly reliable." Russia, which promised, and even more, officially committed in the Budapest Memorandum to respect Ukraine's sovereignty and territorial integrity, and has now been waging war on its territory for over 11 years, is now offering itself as a security guarantor. "We support the idea that these guarantees must be truly reliable. Here we have a very good example, which came from the Ukrainian side itself - as was the case in Istanbul in April 2022. The Ukrainian side proposed, and our delegation at that time agreed, to work out security guarantees that would involve all permanent members of the UN Security Council - that is, Russia, the People’s Republic of China, the United States, France, and the United Kingdom. In addition, certain other countries were mentioned, including Germany, Turkey, and others that might be interested in joining this group of security guarantors. I am confident that in the West - first and foremost in the United States - they perfectly understand that discussing the issue of security without Russia in a serious manner is a utopia, a road to nowhere."
