Senate Republicans have made clear they’re unwilling to act on a fair plan to add recurring revenue for mass transit — and SEPTA had to act. While this plan is not the long-term solution I proposed and House Democrats have passed, it won't jeopardize dollars that have already been earmarked for particular projects and will allow the system to operate for the next two years. Public schools, mental health providers, rape crisis centers, and so many critical services cannot continue to wait on funding while Senate Republicans refuse to pass a fair transit plan. It's time for the Legislature to get this budget done.
