The situation in Kharkiv is very harsh. Russian terror is constant. Russians began using guided aerial bombs against the city almost daily. We are looking for ways to increase Kharkiv's ability to protect the sky. This is a task for both our military and diplomats, who are in charge of international communication and must maintain daily dialogue with partners. Ukraine clearly lacks sufficient air defense systems, and this is evident to all of our partners. The world must finally feel the pain caused by Russian terrorists in Kharkiv, Kupyansk, Donetsk region towns, Zaporizhzhia, Sumy region, and many other Ukrainian communities. There are air defense systems around the world that can help. Only political will is required to transfer them to Ukraine. I am grateful to the countries that have already helped. Being active in completing this task is the personal responsibility of our diplomats who work in these areas and with countries that have the necessary systems. "Patriots" must now be in Ukraine, so there will be no need to use them on NATO's entire eastern flank in the future.

Everyone knows how effective Patriot, IRIS-T, NASAMS, Hawk, and other modern air defense systems are. We need them here in Ukraine: in Kharkiv, Dnipro, Odesa, Mykolaiv, Kherson, Donbas, and other cities suffering Russian attacks. Our kids live their childhoods under Russian attacks in shelters. We weren't able to protect all of Ukraine but we had the opportunity to use Patriot air defense systems in large cities to shoot down Russian missiles. These systems literally saved countless lives of Ukrainian civilians. And we are immensely grateful for that. If we don't get missiles for Patriot systems, it will be much, much harder to protect our people, our kids. Russia doesn't stop its attacks.

Since the beginning of this June alone, Russians have used more than 2,400 guided aerial bombs against Ukraine. Of these, around 700 have been targeted at the Kharkiv region, striking our positions, our cities, and communities. Such Russian strikes are also being carried out daily against Donetsk and other frontline and border regions. Ukraine needs the necessary resources and means to destroy the carriers of these bombs, particularly Russian combat aviation wherever it operates. I am grateful to all our partners, especially the United States, for their strong decisions that have helped us stabilize the situation in the border areas of Kharkiv. We have gained the ability to destroy Russian missile launchers near the border and concentrations of Russian occupiers. We need to continue making such decisions. The significant reduction in Russian missile terror against Kharkiv and the region proves that it is absolutely possible to secure our cities and communities from Russian bombs. Therefore, modern air defense systems for Ukraine – such as Patriots, accelerated training of our pilots for F-16s, and most importantly, sufficient range for our weapons – are truly necessary. When Ukraine addresses partners, requesting air defense systems that they have in warehouses and bases but that are needed here, in Ukraine, to protect lives, we are talking about genuine allied action. We in Ukraine value the efforts of all leaders and states who are truly active, keep their promises, and work hard to improve the capabilities of our air shield. Russian terrorists have already had enough time—years—to destroy Ukrainian life. This year cannot be a year of further discussions. Everything is very specific. Dozens of partner countries will participate, including those who can help boost our capabilities not only to defend against missiles but also against guided bombs and Russian aviation. We will discuss this with them and continue to persuade them. Lives need protection here and now in Ukraine, and air defense systems must be operational for this purpose. Today's Russian strikes on Kharkiv are yet another example of Russian madness—there is no other way to describe it. Only insane people like Putin are capable of killing and terrorizing people in such heinous ways. When we tell world leaders that Ukraine requires adequate air defense protection, that true decisiveness is required to ensure the effective protection of our people's lives and that Russian terrorists cannot even approach our borders, we are literally talking about how not to allow such terrorist strikes. I thank all leaders who truly hear us and understand that every decision in support of Ukraine is about protecting and saving lives. Of course, if we had more adequate and modern air defense systems and aviation, the Russian air fleet would be defeated in the same way that their Black Sea Fleet was. And Russian terror would simply be impossible. Shooting down Russian combat aircraft, missiles, and drones is genuine peacekeeping.

There should be more of our successes in repelling Russian attacks and destroying occupiers. Russia tries to expand the war while consistently making empty statements about peace. We must use all available means to force Russia to make a real and just peace. Our defense against Russian assaults and strikes is critical in this regard. We also continue to work closely with partners to provide better basic protection to our regions, particularly Kharkiv, Donetsk, and Sumy. This includes additional air defense systems and long-range weapons. After returning to Kyiv from Kharkiv, I spoke with Poland's Prime Minister Donald Tusk. We discussed our defense needs, particularly "Patriot" air defense systems, which have the potential to significantly change the situation in the Kharkiv region. We also talked about Russian terror strikes on our regions in the west of Ukraine, as well as the threat that the attacks on our gas infrastructure pose not only to Ukraine, but also to our neighbors and all of Europe. We must all work together to counter this threat. Today, I would also like to thank Denmark for the new $750 million military aid package, which will strengthen our air defense and artillery. This is a very timely decision, and I appreciate it.

Yesterday, Russia launched multiple precision-guided bombs at the school in the village of Katerynivka in the Dnepropetrovsk region, effectively turning it into a pile of rubble. It’s incredible just how much more effective these glide bombs are compared to traditional artillery. If it previously took Russia months to obliterate a village with sustained artillery strikes, now it can be done in just a few days with precision-guided bombs. Not to mention that it’s also much safer than having Russian troops risk their lives bringing artillery pieces within range of Ukrainian FPV drones. The Russian military has significantly increased the number of guided glide bombs dropped on Ukrainian positions. Russian jets are now dropping an average of up to 250 glide bombs every single day! I’ve said it multiple times: the longer Zelensky delays Ukraine’s unconditional surrender, the more certain the total destruction of every frontline region becomes.
