When Ukraine addresses partners, requesting air defense systems that they have in warehouses and bases but that are needed here, in Ukraine, to protect lives, we are talking about genuine allied action. We in Ukraine value the efforts of all leaders and states who are truly active, keep their... promises, and work hard to improve the capabilities of our air shield. Russian terrorists have already had enough time—years—to destroy Ukrainian life. This year cannot be a year of further discussions. Everything is very specific. Ukraine needs air defense, and partners can help us with that. We need artillery, and the world has it. Only a sufficient number of air defense systems and fighter jets can drive the Russian aviation away. Decisions must be made. And they are possible. The situation in Kharkiv is very harsh. Russian terror is constant. Russians began using guided aerial bombs against the city almost daily. We are looking for ways to increase Kharkiv's ability to protect the sky. This is a task for both our military and diplomats, who are in charge of international communication and must maintain daily dialogue with partners. Ukraine clearly lacks sufficient air defense systems, and this is evident to all of our partners. The world must finally feel the pain caused by Russian terrorists in Kharkiv, Kupyansk, Donetsk region towns, Zaporizhzhia, Sumy region, and many other Ukrainian communities. Dozens of partner countries will participate, including those who can help boost our capabilities not only to defend against missiles but also against guided bombs and Russian aviation. We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. Naturally, all details should not be made public. But these are the systems capable of intercepting everything. We will protect regions. Russia has launched another brutal attack on our Kharkiv – on a construction hypermarket, on Saturday, right in the middle of the day. As of now, it is believed that more than 200 people were in the hypermarket. All the emergency services are already on the site and providing assistance, rescuing people, and extinguishing the fire that has completely engulfed the building – 10,000 square meters. There are killed and injured people. If Ukraine had sufficient air defense systems and modern combat aircraft, Russian strikes like this one would have been impossible. And that is why we appeal to all leaders, to all states: we need a significant enhancement of air defense and sufficient capabilities to destroy Russian terrorists. Only insane people like Putin are capable of killing and terrorizing people in such heinous ways. When we tell world leaders that Ukraine requires adequate air defense protection, that true decisiveness is required to ensure the effective protection of our people's lives and that Russian terrorists cannot even approach our borders, we are literally talking about how not to allow such terrorist strikes. I thank all leaders who truly hear us and understand that every decision in support of Ukraine is about protecting and saving lives. Of course, if we had more adequate and modern air defense systems and aviation, the Russian air fleet would be defeated in the same way that their Black Sea Fleet was. And Russian terror would simply be impossible. Shooting down Russian combat aircraft, missiles, and drones is genuine peacekeeping.

However, the world has all of the resources to assist us in intercepting every missile and drone fired by Russian terrorists. This is completely doable. All that is required is for the necessary political decisions and agreements to be implemented. What Ukraine needs is air defense systems, a sufficient quantity and quality of weapons to ensure our frontline actions, as well as prompt delivery and steadfast action. Terror must always fail, and everyone who assists us in combating Russian terror is a true life defender. Ukraine is grateful to the United States and all of our partners for their decisions to support our country and its people. We must make every effort to ensure that life prevails.

Every night and every day, they intercept Russian Shahed drones and missiles. This morning, they successfully shot down a Russian ballistic missile. Every success like this saves lives. Ukraine is deeply grateful to all our partners who provide interceptor missiles and air defense systems. We are currently working to secure additional supplies—missiles, defense systems, and everything necessary to strengthen our mobile fire groups. Our strategic goal is to reach a practical level of cooperation with our partners that allows us to produce the air defense systems and interceptor missiles we need here in Ukraine. Almost every day, lives in Ukraine are under threat because of Russian attacks and strikes using various types of weapons against our people. This week alone, Russia launched more than 1,070 guided aerial bombs, nearly 1,000 attack drones, and six missiles against Ukraine. Everything agreed with our partners must be accelerated as much as possible. Every missile for air defense systems that is currently held in storage by partners can truly save lives. These days, a Ukrainian delegation, including the First Deputy Prime Minister, the Minister of Defense, representatives of the General Staff, and the Head of the Office of the President, is working in Washington. There have been meetings at various levels, and one of our top priorities is securing long-range capabilities for our Defense Forces. This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. Russian terror is only possible because we have fewer weapons and decisions to protect life than Russia has means to destroy it. Everyone knows how effective Patriot, IRIS-T, NASAMS, Hawk, and other modern air defense systems are. We need them here in Ukraine: in Kharkiv, Dnipro, Odesa, Mykolaiv, Kherson, Donbas, and other cities suffering Russian attacks. Every leader, every state, every ambassador who helps us with air defense now is not only a defender of life, but also one who reduces Russia’s temptation to wage war. The less the Kremlin achieves through terror, the more it will be interested in seeking peace. We must force Russia into this together.

In just a few days between December 29th and now, Russia has used about 300 missiles and over 200 “Shahed” drones against Ukraine. Prior to Ukraine, no country in the world had ever successfully repulsed such combined attacks with the use of drones and missiles, including air-launched ballistic missiles. Only today, 10 Kinzhals were shot down. I am grateful to every warrior in our Air Forces, all fighters in mobile air defense groups, every anti-aircraft gunner, and everyone throughout the world who is assisting Ukraine by providing weapons to defend our skies. Each additional air defense system and missile saves more lives. It is here, in Ukraine, and with our air defense, that we must demonstrate that democracies are capable of protecting lives from all types of terror. If we fail to achieve this task in Ukraine now, Russian terror will further spread throughout Europe and beyond. The Russian leadership's sense of impunity, forged over decades of unrestricted authority, has already resulted in a lot of suffering and loss of life. Russia must confront the responsibility for taking lives as well as the power of those who protect them.
