Whitney Webb breaks down the coordinated global push for a new, dystopian system of control, marrying digital ID with CBDCs. This isn't conspiracy; it's all in their own documentation. They are building a full-spectrum digital cage, and its two locked doors are Digital Identity and Central Bank Digital Currencies (CBDCs). You cannot have one without the other. The plan is to replace your government-issued ID with a Digital ID, but it's not just a card in your phone. It is fundamentally built upon your immutable biometrics: your fingerprints, the precise structure of your face, the unique pattern of your iris. This biometric data is the key. It is the hard link that ties your physical body directly to your digital identity credential. Your very body becomes your password. The reason this is so critical for them is the financial system. UN & Bank for International Settlements docs overtly state that Digital ID and CBDCs are designed to be integrated. The system cannot exist without this biometric digital ID. Why? Know Your Customer (KYC) protocols. For this new digital financial system to function, they must absolutely "know" every single participant. Your digital wallet will be tied to your digital ID, which is mapped to your biometrics. Total financial-biological linkage. We see the prototypes being rolled out now: • Sam Altman's WorldCoin lures people to scan their irises for a "unique identifier" and a digital wallet. This is the exact model. • The UN's "Building Blocks" program forces refugees to scan their iris at checkout to receive food rations. The value is deducted from a wallet tied to that biometric ID. They justify this total surveillance under the guise of closing the "identity gap," claiming the world's poor need digital IDs to access essential services like banking and healthcare. The reality? This is the ultimate onboarding mechanism into a system of programmable control, where your access to society and your own money is permissioned and revocable based on your compliance. This is the bedrock of the new global financial system. It is not about convenience. It is about control. Your body is the new currency, and they are forcing you to hand over the keys.

The global pivot to Digital ID is not an isolated upgrade. It is the foundational control grid for the entire new digital financial system, explicitly designed to be inseparable from CBDCs. As journalist Whitney Webb outlines, the plan is to tether your existence to a state-managed digital profile using your most intimate data: your face, your fingerprints, your iris. This biometric bridge links your physical identity to a digital wallet, creating a unified system of identification and control. The marketing language is "equity" and "inclusion," championed by the UN's Agenda 2030 under the guise of providing "legal identity for all." But this is a profound misdirection. The reality is inherent exclusion. Without this Digital ID, you will be legally unrecognized—unable to access services, exercise rights, or participate in society. It is inclusion only in their system, on their terms. We've already witnessed the prototype: the vaccine passport. It was a dry run linking identity to permission for movement. Those who opted out were excluded. This is the permanent model. The stated goal is global sustainable development. The functional outcome is a system of unparalleled surveillance and behavioral control, where every transaction and movement is tied to a state-approved identity. Compliance is granted access; dissent is rendered invisible. This isn't a conspiracy theory. It's a coordinated policy, documented by the UN and the Bank for International Settlements. The question is no longer if they are building this system, but whether we will accept a future where our very identity is a tool for our own control.

Ex-investment banker Catherine Austin Fitts: Digital ID—once linked to AI and programmable money—enables authorities to monitor, manipulate, and ultimately control every aspect of human behaviour. "If I can track you closely—where you're going and what you're doing—and I can get you on programmable money, which can be turned on and off, then I can start to use AI and surveillance systems and algorithms to basically manage and control your behaviour." "So if I want you living in a 15-minute city, your money won't work beyond the 15 minutes unless you do what I say." "So what we're talking about... is building a system that will allow you to be [surveilled] and tracked and turn your money on and off, or incentivise you or penalise you in a variety of ways with your money, that can be integrated with your behaviour." "When you integrate [AI] with a digital ID and programmable money, then you're talking about complete control." "That is a coup d'état. That is the end of human liberty in the West."

Vietnam isn't just a country; it's a globalist blueprint. And what's happening there right now is a chilling preview of the war on financial freedom and privacy. The Vietnamese government mandated a digital ID with biometric scanning for all bank accounts. The enforcement? They didn't ask nicely. They shut down 86 MILLION bank accounts and seized every asset inside them. Imagine it: Overnight, millions of citizens were financially erased. Their crime? Choosing privacy over surrendering their biological data to a state-run surveillance system. They are now locked out of the economy, unable to access their own money or participate in society. This is a live-fire test. The architects of the new world order are watching closely to see how much pushback they get. The playbook is already being rolled out in the West: EU: The European Central Bank's Digital Identity Wallet. USThe Real ID Act, FedNow, & the looming threat of a programmable CBDC (Central Bank Digital Currency). These systems aren't about convenience; they're about control. A digital ID tied to your financial life creates the ultimate mechanism for social scoring and compliance. Think you'll opt out? Vietnam just showed you the consequence: financial obliteration. The negative aspects of this digital panopticon are stark: ➤ Total Loss of Privacy: Your identity, finances, and movements become a single, traceable data point. ➤ Programmable Control: A CBDC can dictate what you can buy, where you can spend, and when your money expires. ➤ Censorship & Punishment: Dissent could be silenced by freezing accounts with a keystroke. Vietnam is the canary in the coal mine. This is not a distant theory; it is an operational prototype. The question is no longer if it's coming to the West, but how we will respond when it does. What are YOU going to do about it? Start by rejecting the narrative that this is "progress." Demand sound money, decentralized crypto, and absolute privacy. Our freedom depends on it.

The Global "Digital Gulag" is Being Built Right Now. And It's Called "50 in Five." The United Nations Development Programme, in partnership with Bill Gates, has officially launched a terrifying new initiative. The goal? To strongarm 50 governments into implementing a full "Digital Public Infrastructure" on their populations within five years. Don't let the boring name fool you. This is the integrated control grid they've been dreaming of for decades. It's built on four pillars: 1️⃣ Digital ID & Biometrics: The foundation. Your identity becomes a state-controlled QR code, scanned for every transaction and movement. Already rolling out at airports. 2️⃣ Central Bank Digital Currencies (CBDCs): 98% of central banks are building them. Programmable money that can be expired, restricted, and turned off. They will use the war on "terrorists and tax cheats" to wage a war on cash. 3️⃣ Digital Health Passports: The WHO is already pushing them. A permanent version of the COVID framework to control your right to travel, work, and participate in society. 4️⃣ The Universal Ledger: The scariest part. The Bank for International Settlements (the apex of the global financial system) is building a "universal blockchain" to tokenize EVERY asset—your house, your car, your savings. You can only access it via your Digital ID and CBDCs. This isn't conspiracy theory. It's a conspiracy fact, happening in broad daylight at the UN, WEF, and BIS. As journalist Alex Newman has extensively documented, this system creates an unprecedented mechanism for control: • Total financial surveillance. • Behavior modification (e.g., "You can't buy meat this week"). • Social scoring and censorship. They are building a prison without walls. And they are using the architecture tested during COVID to do it. This is the single greatest threat to human freedom in history. Are you paying attention?

The biggest financial shift in history is happening RIGHT NOW, and almost no one is talking about the dark side. What people don't realize is that over 100 countries are actively developing their own Central Bank Digital Currency (CBDC). This isn't speculative crypto; this is government-backed digital currency built on blockchain. Europe, the UK, Asia—they're all in the pilot phase. Within two years, we will begin a forced transition from the current fiat system to a new, programmable monetary grid. Why the push? Control. 100% yes, this is about control. CBDCs are programmable, trackable, and traceable. Every transaction you ever make will be visible on a permanent ledger. They will know what you buy, where you go, and who you support. But it gets worse. This technology has the terrifying capability to: ▪️ Block your spending entirely. ▪️ Cap how much you can spend on fuel, food, or travel. ▪️ Stop you from transferring money abroad. ▪️ Punish you for "non-compliant" behavior by freezing your assets. This isn't a conspiracy theory; it's the inherent capability of the technology they are building. They might not use these powers day one, but the framework for total financial control will be in place. Your money will no longer be yours. It will be a permissioned tool for social engineering. Wake up. Understand the difference between decentralized cryptocurrency (freedom) and centralized digital currency (control). The future of financial freedom is at stake.

Digital ID & Central Bank Digital Currencies risk becoming a Trojan horse towards much wider government digital control. We're on the brink of a global financial revolution with Central Bank Digital Currencies (CBDCs). But this tech comes with a catch: programmability. What does that mean? Governments could control what you can and cannot spend your money on. China is the blueprint. Their social credit system is already limiting millions from purchasing train tickets, passports, and luxury goods. Your identity, actions, and bank account are all linked, creating an unprecedented level of state control over personal finance. And the West is taking notes. Trials for programmable CBDCs are already underway in nations like Sweden, South Africa, and Canada. Nearly half the world's countries are exploring this. This future is not a distant "what if"—it's a "when." So, where does the "personal carbon allowance" fit in? This is where programmable money meets the climate agenda. Imagine a monthly carbon limit. Go over it, and one proposed penalty is a direct fine. Too many car trips? A little too much steak? Your government-tracked CBDC would calculate your excess usage. And here’s the kicker: since they control the currency, they wouldn’t need to send a bill. The fine could be automatically deducted from your account. No appeals. No hiding. This isn't just about charging polluting companies anymore. It's about programming the financial freedom—or lack thereof—of every individual citizen. The question is no longer if this technology is coming, but how we will choose to govern its use.

Catherine Austin Fitts warns that programmable money, digital ID and mass surveillance infrastructure form the core components of a digital control grid, enabling unprecedented centralised control over all movement, transactions and assets. "There are three things you need to do this system." "You need the digital ID. That is the core. And that's why they were pushing so hard for vaccine passports." "The second thing they need is... the hardware and software infrastructure. So they need the data centres, they need the underground cables, they need the cameras, the license plate readers." "So part of it is surveillance, because the control comes in two ways—spatial control, and then financial transaction control." "And then the third one, of course, is programmable money."

Catherine Austin Fitts argues that the Covid era was used to accelerate the construction of a digital control grid comprised of digital ID and programmable money. She warns that these systems will be used to enforce behavioural controls, enabling authorities to restrict transactions and disable cars remotely. "If you're going to do complete surveillance and the implementation of a control grid, you need a very high-quality digital ID, and then you need programmable money that can... enforce complex rule sets against a person... based on what they're seeing with surveillance." "So I can turn off your car, or I can turn off the electricity in your house, or I can turn off your bank account, or I can limit your money so that... you can't spend money more than a mile from your home." "So you need extraordinary hardware and telecommunications infrastructure, and we saw an effort during Covid to roll a lot of that out."

Council on Foreign Relations member touts the wonders of China's programmable CBDC, boasting of its ability to "instantaneously" connect with digital ID, mobility and social credit scores—allowing the state to impose societal control, expiration dates on money, and forced consumption. "What really matters for the Chinese version of a central bank digital currency is that it's programmable." "Your money in your digital wallet... is instantaneously connected with your identity... your mobility and your social credit." "They can use it in a good way... For example, you must spend this money because there is an expiration date on your digital currency." "You can also incentivise people to save less."

The Global Digital Control Grid is Being Built in Plain Sight A coordinated global push is underway to implement digital ID systems as the new foundational standard for government-issued identification. As journalist Whitney Webb elucidates, this isn't just about modernizing your driver's license; it's about creating a biometric bedrock for a new system of control. These digital IDs are fundamentally linked to Central Bank Digital Currencies (CBDCs). Official documents from the UN and the Bank for International Settlements explicitly state that CBDCs and digital IDs are inseparable. The digital finance system they envision cannot exist without the ID. Your financial wallet will be tied to your digital identity, which is in turn mapped to your physical self via the collection of your biometric data—your face, fingerprints, and iris. The marketing language is seductive: "equity" and "inclusion." The stated goal, under UN Sustainable Development Goal 16.9, is to provide "legal identity for all." However, this framing is a dangerous illusion. The system is inherently exclusionary. If you do not participate, you will be stripped of a legally recognized identity, unable to access services, exercise rights, or participate fully in society. We've already seen a preview of this with vaccine passports: your identity was linked to your freedom of movement. Those without the correct credentials were excluded. Digital ID expands this principle into every facet of life. Beneath the promise of inclusion lies the architecture of a control system. In countries where it has been rolled out, this very framework has been used to track, surveil, and link citizens to all their activities, facilitating significant human rights abuses. The goal is not to include you in a free society. The goal is to include everyone equally in a new, permission-based system of control. Your identity, your finances, and your freedom are being redesigned. The time to pay attention is now.

Each Person Who Backs Out of the Control Grid and Becomes More Free Makes It Easier for the Rest of Us Our priority at Solari is your freedom and the protection of your individual sovereignty and human rights. This means that you must enjoy financial freedom—the ability to use your resources and transact without invasive control by digital ID systems, programmable digital money, and illegal use of enforcement and coercion. Many of us have become informed about the dangers of central bank digital currencies (CBDCs) because the central bankers have explicitly told us that they can create the rules for how, when, and where we can use our money, also reminding us that they have the technology to enforce those rules centrally. However, these same control mechanisms can also be applied to private cryptocurrencies, such as stablecoins and asset tokens. Some states have passed laws outlawing CBDCs. Now we need to make sure that no form or system of programmable money can threaten our financial freedom. In addition to having developed model legislation to protect cash as a critical analog option, Solari has prepared model legislation to help states protect themselves against being coerced or forced into using digital money. Please send this bill to your state senators and representatives and ask them to sponsor and pass legislation in your state, so that you and your fellow citizens do not lose your rights to transact freely and do not become subject to taxation without representation. Catherine Austin Fitts: "[With] digital ID & programmable money...you're talking about complete control...[&]...we are in a political war between the mega-rich & everybody else. And the question [for] the mega-rich [is] how are you going to control the many when you are few?" This clip of Fitts, a former Assistant Secretary of Housing and Urban Development, investment banker, and founder of the Solari Report (The Solari Report | Catherine Austin Fitts), is taken from an interview with Holistic Hilda posted to YouTube on September 26, 2025. ----------------Partial transcription of clip--------------- "My chief concern, if you look at what AI is good at, AI is very good at simulating anything that can be expressed mathematically. And of course, the thing we all know can be expressed mathematically are our, financial transactions. And the reality is, if I can track you closely where you're going and what you're doing, and I can get you on programmable money which can be turned on and off, then I can start to use AI and surveillance systems and algorithms to basically manage and control your behavior. "If I want you living in a 15 minute city, your money won't work beyond the 15 minutes unless you do what I say. We have a wonderful woman who runs our team Cash, and she says, what are you going to do when they show up and say either you transgender your children or we're going to turn off your money? "So what we're talking about doing is building a system that will allow you to be surveillance and tracked and turn your money on and off, or incentivize you or penalize you in a variety of ways with your money that can be integrated with your behavior. "So once you add programmable, all this stuff looks great. And there are many wonderful applications in theory, but when you integrate it with a digital ID and programmable money, then you're talking about complete control. And let me tell you why that's a problem. If you look around the world today, we are watching many different divide and conquer tactics used to cover up the real problem. "Right now we are in a political war between the mega rich and everybody else. And, the question is, if you're the mega rich, how are you going to control the many when you are few? The way you're going to do it was with programmable money. But programmable money doesn't click in and work well unless you've got everybody on the grid. You need to be able to track them, you need to be able to watch their behavior, you need to be able to influence their behavior. "And then you've got complete control. And that is not just wearables, that is not just an Internet of bodies. That is a coup d' Etat. That is the end of human liberty in the West."
