He wants a failure vote to PROTECT the worst members of the Senate by giving them credit for a 'Yes' vote knowing it will fail because it needs 60 votes. This is worse than we thought... Passing the SAVE Act takes 51 votes, and Republicans already have them. Collins became the fiftieth back in March, and 51 senators voted to advance it. The problem is getting to that vote at all. Before the Senate votes on a bill, 60 senators have to agree to stop debating it first. That step is called cloture. Republicans have 53. Democrats refuse, debate never ends, and a bill with majority support dies without anyone voting on it. The fight is not about passing it. It is about being allowed to try. Rewriting the 60 vote rule takes 67 senators. Nobody has that. But there is a side door. A Republican stands up and argues cloture on this bill should only need a simple majority.
