He is bringing forward plans to speed up the approval of new water reservoirs and onshore wind farms as a part of a shake up of planning laws. The new powers would allow ministers to prevent applications being rejected by local councils or stalled in judicial reviews. Critics say the move will have a devastating impact on local communities and that everyone will become vulnerable to huge developments on their doorsteps. Jonathan Swain with more.
