There is a very logical reason why the SAVE Act hasn't been passed yet. The GOP is not in opposition to the Democrats. They are working in lockstep with the Democrats. It is all an illusion that there are 2 different sides here.

The ONLY reason Democrats are against the SAVE Act is because they want to import voters to stay in power, meaning they have to keep loopholes open for illegals to vote to continue the voter fraud. They are lying saying it has anything to do with women or minority groups. It does not. The purpose of the SAVE Act is to require proof of citizenship to vote. There are no tricks or ulterior motives. It's as basic as it gets.
