Here is what he says on the "rules-based order": "We say we're the exceptional nation. What does that mean? That means we make the rules and you're supposed to obey the rules. But we don't obey the rules. So we say we're for the rules-based order. Excuse me the rules-based order was the basis with which we invaded Iraq? I don't think so. That we occupied Afghanistan? What exactly is this so called rules based order? It looks more like a set of rules others are expected to follow while Western governments feel free to do the worst things imaginable. Looting countries. Engineering coups whose outcomes are always tragic. Proxy wars. Full scale wars launched on false excuses that they later quietly admit were false. I always wonder how the politicians who preach about this rules based order manage to keep a straight face. The contradiction is so obvious that it borders on comedy.
